About this file

This is Addendum No. 1 to RFP No. 2026-109 issued by Lewis County, New York for 911 Tower Shelter Buildings HVAC Service and Maintenance. The addendum clarifies service frequency requirements and addresses bidder questions regarding remote monitoring system integration. The County specifies that HVAC service will occur bi-annually, contradicting language in Section 2.1(A) of the original RFP that mentioned quarterly service. The addendum confirms that no building automation system controls currently exist in the shelter facilities and will not be required as part of this contract, despite Section 2.1(E) of the original RFP referencing integration with remote monitoring systems and predictive maintenance capabilities.

The addendum response, issued September 24, 2026, eliminates confusion regarding data integration infrastructure, communication modules for CommStat 4 controllers, and analytics requirements. Brian Hanno, Lewis County Purchasing Director, clarifies that bidders should disregard all control integration requirements outlined in the RFP. Prospective bidders are required to acknowledge receipt of this addendum and include the signed acknowledgement form with their bid submissions. This clarification substantially narrows the scope of work by removing the remote monitoring and predictive maintenance components originally specified in the RFP.

ADDENDUM No.1

No. 2026-109 911 Tower Shelter Buildings HVAC Service and Maintenance

Date: September 24, 2026 To Whom It May Concern:

From questions that have been asked in regards to controls.

The first paragraph in RFP No. 2026-109 states bi-annual HVAC services, 2.1(A) mentions quarterly. The current service agreement is bi-annual. Please clarify the frequency.

Regarding the requirement in Section 2.1(E) for integration with remote monitoring systems and predictive maintenance: The existing HVAC units utilize CommStat 4 controllers. To ensure seamless integration into the County’s a centralized BMS, Desigo CC for the requested data analytics, we would like to clarify the County's plan for the communication layer:

1. Connectivity Infrastructure: Does the County plan to provide the necessary network backhaul (e.g., cellular, fiber, or radio link) at each of the 10 tower sites to facilitate remote data transmission?

2. Controller Interface: Will the County be providing the communication modules (e.g., Marvair Com-Port) required to interface the CommStat 4 controllers with a building automation system, or should Siemens include the provision and installation of these gateways in our proposal?

3. Analytics Depth: To provide the most effective 'predictive maintenance' insights, is the County looking for basic alarm monitoring (e.g., high temp, unit failure), or a more granular data set including compressor run-times, supply/return air temperatures, and energy consumption metrics?"

Response:

Service will stay bi-annually.

We do not have any controls in the shelters now and that will remain the same, so please disregard this section listed above about controls.
