About this opportunity

Letcher County Fiscal Court is soliciting bids through a Request for Bids (RFB) for bioengineering services to address erosion and scour damage resulting from the July 2022 Flood and other federally declared disasters. The procurement encompasses soil application and planting of Kentucky native vegetation, including live stakes and seeding, in shoulder and embankment channel linings at multiple locations throughout Letcher County. The four line items for bidding include: provision and application of soil with Kentucky native seeding and fertilizer (priced per square foot), provision and application of soil with live stakes and fertilizer (per square foot), provision and installation of coconut coir mat (per square foot), and mobilization/demobilization with traffic control services (lump sum per site). All work must comply with Kentucky Transportation Cabinet Best Management Practices specifications and be completed by December 31, 2026. Required qualifications include providing a Certificate of Insurance demonstrating minimum liability coverage of $1,000,000 and Workers Compensation coverage, as well as submitting copies of Drug Free Workplace policies and compliance documentation. Bids must be submitted online through the DFS Procurement Portal (dfs.bonfirehub.com) no later than March 11, 2026 at 2:00 PM EST, with work awards anticipated at a Letcher County Fiscal Court meeting on February 16, 2026. All pricing must be all-inclusive of labor, equipment, materials, and supplies and guaranteed through December 31, 2026. Work will be monitored by a county-provided Stream Specialist Engineer, and contractors cannot commence work until the contract is fully executed and they contact Letcher County's Matt Amburgey at (606) 595-8710 to schedule work and inspections.

No specific set-aside designations or restrictions for disadvantaged enterprises are detailed in the procurement documents. However, contractors with overdue county work are ineligible for additional work until existing projects are completed. No incumbent vendors or current contractors are identified in the available documentation. Specific quantities for bid line items are not guaranteed, as quantities are based on FEMA grant documentation, making the overall award value contingent upon final project scope. Payment is contingent upon work completion, receipt and reconciliation of all required documentation including before and after GPS-tagged photographs, quantity documentation, and waste disposal records, as well as Letcher County Fiscal Court approval. For additional inquiries, potential bidders should contact judgeadams@letchercounty.ky.gov or procurement@erassist.com.

Opportunity text

Letcher County Fiscal Court is requesting bids for bioengineering services at several locations around Letcher County. Services are to include applying soil and planting KY native vegetation, in the form of live stakes and seeding, in between joint or rock openings into shoulder/embankment channel lining. These mitigation measures will reduce the risk of future damage by preventing scour and erosion on associated embankments. Bioengineering adds strength and structure to the soil, and by reinforcing the channel lining, thereby helping to protect the integrity of the road during future flooding events. Bids and required documents must be submitted online no later than March 11, 2026 at 2:00 PM EST.
