About this file
This is a Request for Bids issued by Letcher County Fiscal Court in Kentucky for bioengineering services resulting from the July 2022 Flood and other federally declared disasters. The project involves applying soil and planting Kentucky native vegetation through live stakes and seeding in shoulder/embankment channel linings at multiple locations throughout Letcher County to prevent scour and erosion and protect road integrity during future flooding events. Services must comply with Kentucky Transportation Cabinet Best Management Practices specifications. Bids must be submitted through the DFS Procurement Portal (dfs.bonfirehub.com) no later than March 11, 2026 at 2:00 PM ET, with awards anticipated at a Letcher County Fiscal Court meeting on February 16, 2026. All work must be completed by December 31, 2026. The scope includes four bid line items: provision and application of soil with KY native seeding and fertilizer (per square foot), provision and application of soil with live stakes and fertilizer (per square foot), provision and installation of coconut coir mat (per square foot), and mobilization/demobilization with traffic control (lump sum per site). No specific quantities are guaranteed, as quantities are based on FEMA grant documentation.
Pricing must be all-inclusive of labor, equipment, materials, and supplies on a unit or lump-sum basis, with prices guaranteed until December 31, 2026. Successful bidders must provide a Certificate of Insurance showing minimum liability coverage of $1,000,000 and Workers Compensation coverage, along with copies of Drug Free Workplace policies and compliance documentation. Contractors with overdue county work are ineligible for additional work until projects are completed. All work will be monitored by a county-provided Stream Specialist Engineer. Work cannot commence until the contract is fully executed and the contractor contacts Letcher County's Matt Amburgey at (606) 595-8710 to schedule work and inspections. Payment is contingent upon work completion, receipt and reconciliation of all required documentation (including before/after GPS-tagged photographs, quantity documentation, and waste disposal records), and Fiscal Court approval. Questions should be directed to judgeadams@letchercounty.ky.gov or procurement@erassist.com.

REQUEST FOR BIDS
LETCHER COUNTY FISCAL COURT
PROJECT NAME: BIOENGINEERING SERVICES
Questions: email judgeadams@letchercounty.ky.gov and procurement@erassist.com
Responses are due no later than March 11, 2026; 2:00 PM ET.
Purpose:
Letcher County Fiscal Court is requesting bids for bioengineering services at several locations around Letcher County. Services are to include applying soil and planting KY native vegetation, in the form of live stakes and seeding, in between joint or rock openings into shoulder/embankment channel lining per construction specifications and drawings provided in the Kentucky Transportation Cabinet (KYTC) Best Management Practices (BMPs) for Controlling Erosion, Sediment, and Pollutant Runoff from Construction Sites.
These mitigation measures will reduce the risk of future damage by preventing scour and erosion on associated embankments. Bioengineering adds strength and structure to the soil, and by reinforcing the channel lining, thereby helping to protect the integrity of the road during future flooding events.
Any contractor with overdue work for the county is ineligible for additional work from the county until overdue projects are completed.
