About this opportunity

Lexington City Schools, a public K–12 school district in Davidson County, North Carolina, is requesting proposals for legal services to serve as School Board Attorney, with sealed proposals due September 15, 2026 at 3:00 p.m. Eastern Time.

The scope encompasses comprehensive legal counsel and representation on education law, federal and state statutory matters, special education, civil service, human resources, and general municipal matters. Deliverables include attendance at all Board meetings (including closed sessions), legal advice on open meetings and public records law, review of contractual agreements and Board decisions, representation in negotiations, annual training on procedural guidelines, counsel on student discipline and custody matters, and in-service programs on legal issues as requested by the Board.

Minimum qualifications require a legal firm in good standing licensed to practice in North Carolina, an attending attorney with minimum two years of Board of Education representation experience, and demonstrated broad general legal experience in contracts, employment law, and criminal law.

The contract term is two years effective July 1, 2027, with two optional one-year extensions at the Board's discretion. Pricing is structured on hourly billing rates for partners, associates, and paralegals, which must be guaranteed for the contract term. Administrative support costs are incorporated into the hourly rate structure and will not be billed separately. The Board may negotiate a monthly retainer agreement following proposal review to provide cost predictability.

The District requires the successful proposer to maintain comprehensive general liability insurance ($1 million per occurrence), Worker's Compensation as required by law, Employer's Liability ($1 million per occurrence), and Automotive Liability ($1 million per occurrence), with the District named as additional insured. The RFP is subject to funding availability, and the District retains flexibility to add or remove services during the contract term without additional costs beyond the contracted rate. Proposals are submitted to 1010 Fair Street, Lexington, NC 27292.
