About this file
This is a Request for Proposal (RFP) issued by Lexington City Schools, a public K-12 school district in Davidson County, North Carolina, seeking legal services for Board of Education representation. The District is requesting proposals from qualified legal firms to serve as School Board Attorney, providing comprehensive legal counsel and representation on education law, federal and state statutory matters, special education, civil service, human resources, and general municipal matters in North Carolina. Services include attending all Board meetings (including closed sessions), providing legal advice on open meetings and public records law, reviewing contractual agreements and Board decisions, representing the Board in negotiations, conducting annual training on procedural guidelines, advising on student discipline and custody matters, and providing in-service programs on legal issues as requested. Sealed proposals must be received by 3:00 p.m. Eastern Time on September 15, 2026, at Lexington City Schools, 1010 Fair Street, Lexington, NC 27292. The contract term is two years effective July 1, 2027, with two optional one-year extensions at the Board's discretion. No site visits, bidder's conferences, or award dates are specified in the RFP.
Pricing will be based on hourly billing rates for partners, associates, and paralegals, which must be guaranteed for the contract term and included in the proposal submission. The Board may negotiate a monthly retainer agreement following proposal review to provide cost predictability. Administrative support costs are to be incorporated into the hourly rate structure and will not be billed separately. The District requires the successful proposer to maintain comprehensive general liability insurance ($1,000,000 per occurrence), Worker's Compensation as required by law, Employer's Liability ($1,000,000 per occurrence), and Automotive Liability ($1,000,000 per occurrence), with the District named as additional insured. Minimum qualifications include a legal firm in good standing licensed to practice in North Carolina with demonstrated local government law experience, an attending attorney with minimum two years of Board of Education representation experience, and broad general legal experience in contracts, employment law, and criminal law. The RFP is subject to funding availability, and the District retains flexibility to add or remove services during the contract term without additional costs beyond the contracted rate.
