About this opportunity
Jordan School District, the fourth largest school district in Utah with over 55,800 students, issued a Request for Proposals on March 4, 2026, to procure professional legal services for the Board of Education on an as-needed basis. The district seeks qualified law firms or individual practitioners licensed to practice law in Utah and U.S. Federal Court to provide comprehensive legal counsel across multiple disciplines, including K-12 educational matters, special education and 504 disability rights, procurement and purchasing law, real estate and property matters, employment law litigation, board governance and autonomy issues, and general legal advice on school district operations. Key requirements include demonstrated expertise representing governmental entities, capability for responsive and immediate legal guidance, willingness to attend Board meetings in person within the JSD service area (approximately 50 miles), attorney malpractice insurance of at least $500,000, and compliance with Utah Code 63G-27 boycott restrictions. The evaluation process comprises four stages: Stage 1 assesses responsiveness to mandatory requirements; Stage 2 evaluates technical proposals on a 120-point scale covering responsiveness and completeness (10 points), firm profile (20 points), firm capabilities (30 points), staff profiles and experience (50 points), and past performance and references (10 points), with a minimum threshold of 90 points required to advance; Stage 3 involves finalist interviews scored up to 50 points; and Stage 4 evaluates fee proposals using a lowest-cost formula. Critical deadlines include questions due by March 26, 2026, at 5:00 p.m. MDT, proposals due by April 1, 2026, at 12:00 p.m. MDT, short list selection by April 14, 2026, finalist interviews on April 28, 2026, and final Board approval expected on either April 28 or May 26, 2026. Proposals must be submitted electronically to the Utah Public Procurement Place (U3P Bonfire) website and in five hard copies to the JSD Purchasing Department, with all pricing submitted separately from the technical proposal and guaranteed for two years.
This procurement contains no identified set-aside designations for disadvantaged enterprises or minority-owned businesses, and no incumbent vendors or current contractors are referenced in the available materials. However, all responding vendors must comply with the Public Contract Boycott Restriction Statement, which requires certification that firms are not engaged in boycotts of the State of Israel or other specified targets, and must remain compliant throughout the contract term. Additionally, all proposals must include a Claim of Business Confidentiality Form, allowing bidders to protect trade secrets and commercially sensitive information, though pricing and costs cannot be classified as confidential. The resulting contract will be for one year with options to renew for up to four additional one-year periods, for a maximum of five contract years total, with either party able to terminate without cause upon ninety days' written notice. The RFP documents do not specify a total contract value or budget range for the engagement. Vendors must submit fee proposals on the prescribed form, which requires hourly rates for Principal Attorney, Attorney, and Administrative Support staff categories, with the option to propose annual retainer fees or unlimited access arrangements if applicable. All contractual work shall be governed by Jordan School District's Standard Terms and Conditions, which include comprehensive insurance requirements, background check mandates for personnel with direct student contact, and compliance with applicable federal and state employment and procurement laws.
