About this opportunity
The Sacramento Housing and Redevelopment Agency (SHRA) is soliciting applications for a Qualified Law Firm List to provide comprehensive legal services across multiple specialty areas from January 1, 2026, through December 31, 2030. The procurement covers legal services in areas including administrative law, employment law, fair housing, real estate, and bond counsel services for Sacramento County and San Francisco City jurisdictions. Proposers must submit detailed applications demonstrating expertise in specific legal specialties, with the Agency planning to select law firms based on a three-stage evaluation process. The evaluation criteria include 50% weight on qualifications, 20% on interviews and references, and 30% on cost/value, with a minimum technical proposal score of 70% required to advance to cost evaluation. Key procurement dates include a non-mandatory pre-bid conference on September 18, 2025, information requests due by September 23, 2025, and final proposals due by October 7, 2025 at 4:00 pm. The Agency will maintain a list of Qualified Law Firms, with some specialty areas potentially limited to a single firm due to caseload considerations and administrative efficiency.
The procurement encourages participation from local, small, minority, and women-owned businesses, with specific emphasis on diverse vendor engagement. Compensation will be determined on a per-hearing or hourly rate basis, requiring firms to submit detailed pricing proposals that include rates for partners, attorneys, associates, paralegals, and administrative staff. Extensive insurance requirements are mandated, including commercial general liability ($2 million), automobile liability ($1 million), workers' compensation, professional liability, and cyber liability insurance. The Agency retains the right to contract with law firms not on the Qualified Law Firm List during the five-year period. While specific budget ranges are not explicitly stated, the contract allows for flexible, as-needed legal service assignments based on knowledge, experience, and budgetary considerations. Proposing law firms must demonstrate comprehensive legal capabilities, with the understanding that matters will be assigned based on specific expertise and the Agency's evolving legal needs across different specialty areas.
Opportunity text
The Sacramento Housing and Redevelopment Agency (the "Agency") is soliciting applications for its list of eligible law firms and hearing officers to perform work for the Agency in the service areas listed in the scope of service.
The Agency maintains a list of Qualified Law Firms, each with respective area(s) of specialty for future assignment of both litigation and transactional matters on an as-needed basis (the "List"). The Agency assigns matters to Qualified Law Firms based on their legal specialty areas on a knowledge, experience, and budget-driven basis to the greatest extent possible.
This List is valid for a five-year period, commencing on January 1, 2026 and expiring on the passing of December 31, 2030. The Agency retains the right to contract with other law firms and hearing officers that are not on the List during this period. For some specialty areas, only one Qualified Law Firm is placed on the List due to limited caseloads, favorable rates, and need to limit Agency administrative costs by coordinating with just one law firm; while for other subject areas, there are multiple law firms on the List.
