About this file
The Sacramento Housing and Redevelopment Agency (SHRA), a joint powers agency representing the Housing Authorities of the City and County of Sacramento, has issued a Request for Proposals (RFP) #2524-MA for Legal Services. The RFP seeks to establish a five-year Qualified Law Firm List from January 1, 2026 through December 31, 2030, for providing legal services across multiple specialty areas including administrative law, employment litigation, real estate transactions, housing authority law, and hearing officer services. Proposals are due on October 7, 2025, with a non-mandatory pre-bid conference scheduled for September 18, 2025. The Agency intends to award multiple contracts to firms that can most effectively meet their diverse legal needs on an as-needed basis.
The pricing structure requires hourly rates for various legal personnel levels (partners, attorneys, associates, paralegals) and includes specific pricing sections for bond counsel services and hearing officer rates. The Agency will evaluate proposals using a three-stage process with a total of 100 points: 50 points for firm qualifications, 20 points for references and interviews, and 30 points for cost-effectiveness. The solicitation emphasizes encouraging participation from local, small, minority, and women-owned businesses. The Agency reserves the right to select multiple firms, reject any submissions, and assign work based on specialty areas, conflict considerations, and overall best value to the organization.

1.1. 1.1. .................................................................................................. Summary
The Sacramento Housing and Redevelopment Agency (the “Agency”) is soliciting applications for its list of eligible law firms and hearing officers to perform work for the Agency in the service areas listed in the scope of service.
The Agency maintains a list of Qualified Law Firms, each with respective area(s) of specialty for future assignment of both litigation and transactional matters on an as-needed basis (the “List”). The
Agency assigns matters to Qualified Law Firms based on their legal specialty areas on a knowledge, experience, and budget-driven basis to the greatest extent possible.
This List is valid for a five-year period, commencing on January 1, 2026 and expiring on the passing of December 31, 2030. The Agency retains the right to contract with other law firms and hearing officers that are not on the List during this period. For some specialty areas, only one Qualified Law
Firm is placed on the List due to limited caseloads, favorable rates, and need to limit Agency administrative costs by coordinating with just one law firm; while for other subject areas, there are multiple law firms on the List.

2. 2. ........................................................................... Scope of Service
The Sacramento Housing and Redevelopment Agency (“Agency”) is soliciting applications from law firms and hearing officers to join its Qualified Law Firm List for legal services in designated practice areas.
The Agency is a joint powers authority representing the Housing Authorities of the City and County of
Sacramento, and, for certain federally funded programs, the City and County themselves. With over 200 employees and a $450 million annual budget, the Agency advances its mission to revitalize communities, expand affordable housing, and promote economic development.
To support this mission, the Agency manages public investments across Sacramento, including affordable housing programs, real estate development, homeless services, and commercial leasing. It is the County’s largest residential landlord and administers the Housing Choice Voucher Program, serving approximately 50,000 residents and 12,900 subsidized households.
Legal services are needed across a broad range of federal, state, and local matters. Qualified Law Firms are selected based on expertise, experience, and cost-effectiveness, and assigned work on an as-needed basis.
The List will be valid from January 1, 2026, through December 31, 2030. The Agency may also contract with firms not on the List. Some specialties may include only one firm due to limited caseloads and cost efficiency; others may include multiple firms.
Sample compensation terms are provided in Attachment B (Sample SHRA Legal Services Contract), which is negotiable following the selection process.

2. The attorney or attorneys with primary responsibility for the Agency's relationship (“Lead

2.3. 2.3. ..................................................................................... Service Areas cont.
Hearing Officers
The Agency seeks independent hearing officers for the Housing Authorities Conventional (public housing) and Housing Choice Voucher (Section 8) administrative hearings regarding evictions, program terminations, reasonable accommodation appeals, and other grievances. The combined public housing units in the City and County number about 3,500 and there are approximately 12,900 households receiving rental subsidies.
Under Federal Law, a resident or program participant may request a hearing to appeal several types of
Agency decisions. The hearing officer oversees these hearings, which are considered administrative hearings, because they are not judicial hearings, and do not have a legally binding effect. The hearings may be conducted by video and audio-conferencing technology (e.g., Zoom, MS Teams) and are digitally recorded in the event that the matter is appealed through the courts. The hearing participants may or may not be represented by counsel. Hearings are conducted based upon written evidence, live witness testimony, and other evidence presented. After the hearing, the hearing officer is required to prepare a written decision summarizing each party’s position, the facts and evidence presented, citation of the applicable regulations, lease or program provisions, and the findings that support the decision.
The hearing officer’s decisions in a particular case are not precedential for subsequent cases of a similar matter. The hearing officer is an impartial party, but may be asked to present information in a staff training session to explain the hearing process, procedures, and proper case preparation. Additionally, the hearing officer may be invited to attend training about particular regulations (for example, those regulations governing the calculation of rent) when appropriate.
The hearing decision must:
• Be mailed to the Housing Authority and the family within 14 days of the hearing;
• Include the specific reason for the action that is in dispute;
• Cite references to the specific federal regulation and/or policy that gives the Housing Authority the ability to take this action;
• Cite references to the specific federal regulation, lease violation and/or policy that the family violated, or that is the basis for the Housing Authority’s action.
• Include the date and the time of the hearing;
• Include a list of attendees the hearing;
• Include a synopsis of any testimony given, or new evidence provided, that was not included in the brief;
• Include a discussion of the decision; After hearing the testimony and reviewing the facts, why did the Hearing Officer decide to uphold or to overturn the Housing Authority’s action?;
• Show that mitigating circumstances were considered;
• State actions available to the family if they disagree with the decision rendered;
• State that the Hearing Officer is not a party to the Agency’s action, but is an objective third party conducting the administrative hearing to consider both sides of the discussion and render an objective decision; and
• Provide a final document containing the following sections:
o a summary of the issue at question, o a summary of each party’s position, o a summary of the facts, o specific reference to governing policy and/or regulation, o the decision, and o rationale for decision.
Depending on the actual number of hearings, the Agency may contract for more than one hearing officer. The Agency desires to establish compensation based on a per hearing price rather than an hourly rate.
Hearings are generally conducted in connection with two of the Agency’s programs: the Conventional
Public Housing program and the Housing Choice Voucher program. In the Conventional Public Housing program, the Agency is the owner/landlord for the property. Issues regarding program eligibility, adverse actions, and evictions are often the issues considered during these hearings. Historically, there are roughly two to three hearings per month, which can take 30 minutes to an hour depending on the hearing officer’s ability to efficiently conduct the hearing. The written decision must be issued no later than five working days after the hearing. The hearing officer’s decision is final, unless the tenant is subject to a subsequent unlawful detainer action by the Agency.
Under the Housing Choice Voucher Program (“HCV”), hearings are scheduled on an as-needed basis. Historically, there are an average of approximately 4 hearings per month, and the hearings are typically scheduled for an hour each. Since HCV participants are not Agency residents, hearings are held to ensure administrative due process regarding Agency decisions, including but not limited to program termination and the denial of reasonable accommodation requests. The Agency is not bound by hearing decisions which concern matters in which the Agency is not required to provide an opportunity for a hearing; which conflict with or contradict HUD regulations or requirements; which conflict with or contradict Federal, State or local laws; or which exceed the authority of the person conducting the hearing.
2.4. 2.4. ........................................................................................ Reservations and Conditions
The Agency reserves the right to contract with any law firm, whether included on the Qualified List or not, and to assign cases by Specialty Area to only one firm even if there are other firms on the Qualified List with the same specialty, in order to meet the needs of the Agency. The Agency may consider several factors when deciding which Qualified Firm to assign a matter to, or whether to assign a matter to a firm not on the Qualified List, including without limitation: whether a Qualified Firm has a conflict of interest related to a particular assignment, whether there is a Qualified Firm with the legal specialty required for a particular assignment, the number of matters within a particular Specialty Area requiring attention in a given period of time, a change in personnel at a given firm, and the quality and cost of prior work provided by a firm to the Agency.
3. 3. .................................................................... Insurance Requirement
With NO EXCEPTIONS, all of the applicable insurance requirements listed below must be met prior to the selected firm being awarded a contract for the services requested in this RFP. The selected firms may request a waiver from SHRA’s
