About this opportunity

The City of Rochester Hills is seeking qualified firms to provide a comprehensive LED lighting replacement project for City Hall and various municipal parking lots. The procurement involves replacing approximately 1,152 current fluorescent light fixtures with LED alternatives across multiple city-owned properties, including City Hall, Fire Station 1, Department of Public Services Garage, Oakland County Sheriff's Office, and the 52/3 Courthouse. Proposers must demonstrate the ability to remove existing ballasts, install new LED fixtures with a minimum output of 125 lumens per watt, and ensure lighting control system compatibility with the existing Building Management System. The evaluation criteria will assess vendor qualifications (20%), comparable projects (20%), organizational capacity (20%), work plan (20%), and cost proposal (20%), with a specific goal of achieving a minimum 65% kWh energy reduction or a maximum payback period of 5 years. A mandatory pre-proposal walk-through is scheduled for Wednesday, May 15, 2024, at 10:30 am, and electronic proposals are due Thursday, June 6, 2024, at exactly 3:00 P.M. through the Michigan Intergovernmental Trade Network (MITN) website. Questions must be submitted in writing by May 16, 2024, to Keri J. Bright, Procurement Analyst.

The project is partially funded through the Energy Efficiency Community Block Grant (EECBG) Program under the Bipartisan Infrastructure Law, which mandates Davis-Bacon prevailing wage rates for the City Hall portion of the work. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the project requires contractors to comply with specific installation requirements and safety standards. All proposed LED fixtures must be DLC listed and carry a minimum three-year warranty against manufacturing defects. Contractors will be required to provide Payment and Performance Bonds if the total project cost exceeds $100,000, and DTE rebates are available for the City Hall scope of work. The project integrates with the existing Building Management System, and proposers must ensure that proposed panel systems can communicate with current infrastructure. Although a specific budget range is not provided, the comprehensive nature of the project, covering multiple municipal properties and involving extensive LED retrofitting, suggests a significant investment in energy efficiency and infrastructure improvement.
