About this opportunity

The State of California Military Department, Office of the Adjutant General, is soliciting sealed bids through Invitation for Bid Event 37616 for Least Bell's Vireo Survey services at Camp San Luis Obispo in San Luis Obispo County, California. The contractor must furnish all labor, equipment, materials, permits, and fees necessary to conduct protocol-level surveys to determine the presence or absence of the Least Bell's Vireo (LBVI), a federally and state-listed endangered songbird species, across approximately 16 linear kilometers of suitable riparian habitat on the 5,600-acre installation. Survey work must be performed by a qualified biologist holding a bachelor's degree in wildlife biology with a minimum of four seasons of unsupervised LBVI survey experience, conducting at least eight protocol-level focused surveys between April 10 and July 31 in accordance with U.S. Fish and Wildlife Service guidelines. Deliverables include coordination meetings, pre-fieldwork preparation, fieldwork execution, a draft survey report within 60 days of completing fieldwork, a final survey report within 30 days of receiving comments, survey data compiled on California Department of Fish and Wildlife's Natural Diversity Database submission template, GIS files, photographs, and management recommendations. The contract period runs for 12 months from on or around April 1, 2026, through March 31, 2027. A mandatory pre-bid job walk is scheduled for January 22, 2026, at 3:30 PM; RSVPs are due by January 15, 2026, at 12:00 PM to Bids@cmd.ca.gov with the event number, business name, and attending personnel listed, and failure to attend in its entirety will result in bid disqualification. Questions must be submitted no later than January 30, 2026, at 2:00 PM, and sealed bids are due February 6, 2026, at 2:00 PM at the Military Department's Purchasing and Contracting Branch at 10601 Bear Hollow Drive, Rancho Cordova, California 95670.

The award will be made to the lowest responsive bid from a qualified, responsible bidder, with California offering a five percent preference to certified Small Businesses (SB) and a five percent preference to Disabled Veterans Business Enterprises (DVBE), with a combined ten percent preference available to firms certified as both. Non-small business vendors claiming the SB preference must commit to subcontracting at least 25 percent of the net bid price with certified small businesses and provide a detailed subcontractor list. The Military Department waived all DVBE participation requirements due to insufficient time, though DVBE subcontractors are encouraged but not mandated. The prime contractor must self-perform at least 20 percent of the total work. All contractors must comply with prevailing wage requirements as established by the California Department of Industrial Relations, maintain workers' compensation insurance, provide evidence of general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and comply with the Drug-Free Workplace Act of 1990. The bid must be submitted as a single lump-sum quotation inclusive of all contractor costs, including labor, equipment, materials, permits, fees, transportation, field surveys, lodging, insurance, and prevailing wage compliance. No specific budget or award value range is disclosed in the procurement documents.
