About this opportunity

The Missouri Department of Transportation Northeast District is issuing an Invitation for Bid (IFB) for the lease of three hydrostatic drive, dual drum rollers with spray systems for facilities located in Center, Memphis, and New Florence, Missouri, for a six-month period from April 1 through September 30, 2026. The solicitation seeks equipment comparable to Dynapac CC3200 or Bomag BW161AD-5 units, with dual drums approximately 66 to 84 inches wide, pressurized spray systems featuring 150-200 gallon polyethylene tanks with cleanable screens and minimum seven brass spray nozzles, and long seat belts or factory-approved extenders. All equipment must be new or used units completely covered by manufacturer or rental company warranty for the entire rental period, with parts and service availability within 24-48 hours of contact. The contractor is responsible for all delivery and pickup costs, periodic maintenance including oil changes and filter replacements, lubricants, parts, and labor and transportation for servicing, while MoDOT provides fuel, grease, lubricants, and normal maintenance cleaning. Award will be made on an item-by-item basis using the lowest and best principle, allowing bidders to submit responses for individual locations, with pricing submitted on a per-month basis including all delivery, pickup, and related costs (FOB Destination). The bid opens February 26, 2026 at 7:00 PM and closes March 12, 2026 at 6:00 PM; no pre-bid conference or facility tour is scheduled. Questions regarding requirements should be directed to Bill Noyes, MoDOT Northeast District Senior Procurement Agent, at 660-385-8245 or william.noyes@modot.mo.gov.

The solicitation includes a 10 percent preference for domestically manufactured products on purchases exceeding $25,000, requiring bidders to complete Exhibit N (Buy American Form) certifying compliance. Minority and women business enterprises (M/WBE) participation is encouraged, and service-disabled veteran business enterprises (SDVBEs) are preferred vendors. Bidders must register with MissouriBUYS to submit responses electronically. The contractor must maintain liability insurance naming MoDOT as an additional insured and must comply with all state and federal nondiscrimination, drug-free workplace, and executive order requirements. If a unit is unavailable for more than 48 hours, the vendor must provide a substitute unit within three days or face daily compensation reductions of $250 per unit for working days the equipment is unavailable; if a unit is not delivered by April 1, 2026, vendor compensation will be reduced by $250 per day per unit for all working days of delay, with MoDOT reserving the right to obtain equipment from alternate vendors if delays exceed five working days. MoDOT assumes responsibility for damage beyond normal wear and tear up to a maximum claim of 75 percent of the manufacturer's suggested retail price. The contract structure is a Blanket Purchase Agreement with Net 45 payment terms made upfront after delivery of each unit at the lease period's beginning, though no specific budget range or award value is disclosed in the solicitation materials.
