About this opportunity

The Texas General Land Office (GLO) and the School Land Board (SLB) are requesting proposals for the lease of Permanent School Fund (PSF) land in Galveston, Chambers, Brazoria, and Jefferson Counties, Texas for the establishment and operation of geologic carbon dioxide (CO2) storage repositories. The selected offeror(s) will be responsible for all activities related to the storage of CO2 on the leased land, including site preparation, construction, operation, and maintenance of storage facilities. The initial lease term will be for 10 years, with options to renew for up to two additional 5-year terms. Proposals are due by June 12, 2023, and the State Land Board anticipates making award(s) by a later unspecified date. The pricing terms include a minimum annual lease payment of $[Amount] per acre, as well as potential revenue sharing with the State Land Board based on the value of the stored CO2. The RFP outlines detailed requirements for the technical, management, and cost proposal sections of the offeror's submission.

The RFP does not indicate any set-aside requirements or the involvement of any incumbent contractors. Funding for this project is expected to come from private sources, with no state or federal funding identified. The RFP provides a shapefile containing geospatial data related to the available tracts in the Galveston area, but does not specify whether offerors can propose to lease portions of the tracts or must submit proposals for entire tracts. The RFP also includes responses to questions related to the scope of the Miocene and Oligocene Formations that may be considered, as well as clarification on the Unique Entity Identification (UEI) requirement.
