About this opportunity
The Texas Health and Human Services Commission is soliciting bids for a lease agreement covering a Bio Rad D10 Hemoglobin A1C analyzer, preventative maintenance, on-site repairs, consumables, and training for the Regional Clinical Laboratory at Austin State Hospital, with bids due August 5, 2026 at 10:30 a.m. Central Time.
The scope includes the analyzer unit; preventative maintenance (tubing and connector inspection, sample probe replacement, inline filter replacement, calibration, and deep cleaning); mechanical and operational checks; replacement parts; on-site repairs; 24-hour telephone assistance; one-time training for 2 to 4 technologists; and consumables including D-10 HbA1c reorder packs, printer paper, analyzer components, rack loaders, power cords, and CylanceProtect subscriptions. Service performance is Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a four-hour response requirement for service calls and one-hour response for emergencies. Personnel must have at least one year relevant experience with FDA clearance or approval required. The bidder must demonstrate a minimum of three years relevant experience.
Historical spend for the same or similar services was $124,530.00 from February 3, 2022 through August 31, 2026, provided as guidance only and not representing guaranteed volumes. Pricing must be submitted as firm, fixed prices on Exhibit C and must cover all labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's sole discretion, potentially correlated with CPI or Federal Minimum Wage Rate increases.
The initial contract term runs September 1, 2026 through August 31, 2030, with an extension option of up to one additional year at HHSC's sole discretion. The contractor must maintain comprehensive insurance including Workers' Compensation ($1 million per occurrence), Commercial General Liability ($1 million per occurrence / $2 million general aggregate), Commercial Automobile Liability ($1 million combined single limit), Professional Liability ($1 million), and Umbrella Liability ($1 million). Award is contingent on HHSC Executive Commissioner approval and will be made on a best-value basis considering bidder qualifications, performance delivery ability, and price. Questions are due July 24, 2026.
