About this opportunity
The Commonwealth of Massachusetts, through the Office of the Child Advocate (OCA), is seeking proposals for a Learning Content and Learning Management System (LMS) to deliver mandated reporter training to a wide range of professionals, including pre-Kindergarten through 12th grade educators, first responders, and medical personnel. The selected vendor(s) will be responsible for implementing an LMS capable of hosting interactive, multimedia-based training content that meets accessibility requirements and can support over 100,000 users, with an initial focus on approximately 76,000 educators. The LMS must provide robust data analytics, seamless third-party integration, and the ability to update content in real-time to reflect changes in Massachusetts regulations. The OCA requires the initial training program to be available by September 2022, with the flexibility to expand to additional mandated reporter professions in the future. Proposals are due by July 14, 2022, and the OCA will evaluate responses based on technical capabilities, implementation timelines, and overall cost.
The RFR includes a requirement for bidders to submit a Supplier Diversity Program (SDP) Plan, committing a minimum of 1% of contract sales to certified diverse businesses, with the opportunity to earn additional evaluation points for higher commitments. The OCA will not disclose any information about incumbent vendors or current contract values, but bidders should be aware of the Commonwealth's existing IT security policies and accessibility standards that must be adhered to. The OCA intends to consider proposals for both the initial implementation and ongoing annual subscription or license fees, subject to fixed annual increases.
