The California Department of Housing and Community Development (HCD) is seeking a leadership coaching contractor to provide comprehensive professional coaching services for approximately 250 departmental leaders over a 36-month contract period. The Request for Proposal (RFP) 25-50-008 requires a contractor to develop and implement leadership coaching programs that include individual and group coaching sessions, StrengthsFinder assessments, and targeted development interventions focusing on adaptive leadership, communication, emotional intelligence, and strategic thinking. Coaches must have at least two years of experience coaching leaders in mid to large-sized organizations, with an anticipated average of 6 coaching sessions per leader. The evaluation process will be rigorous, with technical proposals worth up to 510 points, references worth 50 points, and cost proposals worth 240 points, totaling a possible 800 points. Key deadlines include a proposal submission due date of July 1, 2025, with an anticipated notice of intent to award on July 18, 2025. The contract is expected to commence on July 1, 2025, or upon Department of General Services (DGS) approval.

The procurement offers preferences for small businesses and disabled veteran business enterprises (DVBE), with potential incentive points available for qualifying proposers. While the total contract amount is to be determined, payment will be based on actual deliverables provided. The contract covers jurisdictions in Sacramento County and San Francisco City, focusing on HCD's leadership development needs. Proposers must submit comprehensive documentation, including detailed coach resumes, professional references, and a comprehensive cost breakdown. The RFP emphasizes the importance of coaches' experience, coaching methodology, and ability to meet the department's specific leadership development requirements. Coaches will be expected to work directly with HCD's Human Resources Branch to implement coaching sessions, utilize assessment tools, and support the continuous improvement of the leadership team's skills, knowledge, and capabilities.
