About this opportunity

The City of Newark, New Jersey, through its Department of Health and Community Wellness, is seeking to procure hand-held X-ray fluorescence (XRF) lead paint analyzers under Invitation to Bid #2023-55. The procurement aims to acquire one sophisticated lead paint analyzer with advanced technical specifications, including a miniaturized Rh tube, Silicon Drift Detector, and HUD and EPA acceptance. The device must feature dual integrated cameras, a Google-powered Android operating system, wireless and Bluetooth connectivity, and PC software for data management. Key requirements include auto-calibration capabilities, an OSHA/IH testing app, and comprehensive accessories such as Li-Ion batteries, a charger, a ruggedized carrying case, and an operations manual. The bid is scheduled to be received electronically through the City's e-Procurement Portal until 10:15 am on Tuesday, December 19, 2023, with the contract structured to purchase one analyzer per year over a two-year period. Evaluation will be based on the lowest responsive and responsible bid, with vendors required to submit comprehensive compliance documentation including affirmative action certifications and business registration forms.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, though the extensive compliance documentation suggests a commitment to equal opportunity and diverse vendor participation. Bidders must complete various forms including Equal Employment Opportunity Language, Americans with Disabilities Act compliance, Statement of Ownership Disclosure, and Political Contribution Disclosure Form. The analyzer must come with a 1-year manufacturing warranty and a 5-year warranty on the X-ray tube, with pricing to be F.O.B. destination and including inside delivery. While specific budget ranges are not explicitly stated, the technical complexity and specialized nature of the lead paint analyzer suggest a significant investment. The city reserves the right to award the contract based on comprehensive evaluation of vendor qualifications, technical capabilities, and compliance with municipal procurement requirements. Potential vendors must carefully review all submission requirements and ensure complete and accurate documentation to be considered for the contract.
