About this opportunity
The City of Eastman, Georgia is seeking proposals from qualified firms and consultants to assist and provide services related to developing an inventory and achieving compliance with the U.S. EPA's Lead and Copper Rule (LCRR) for its water system by October 2024. The successful candidate will help the City develop a Service Line Inventory (SLI) with field investigations, a Service Line Replacement Plan (SLRP), and implement filter pitcher, tap sampling, and educational outreach programs. The RFP requires interested companies to submit a detailed proposal addressing their technical approach, experience, qualifications, implementation plan, timeline, price proposal, and budget. The City will evaluate proposals based on factors such as familiarity with the community, price competitiveness, completeness of the RFP response, ability to provide services, and staff and subcontractor capabilities. The Service Line Inventory is due to the Georgia Environmental Protection Division no later than October 16, 2024, while the Service Line Replacement Plan and other compliance components are due by the date prescribed by the U.S. EPA in the Lead and Copper Rule Improvements, expected in late 2023.
Disadvantaged Business Enterprises (DBE), including Minority and Women Owned Businesses (MBE and WBE), are encouraged to submit a proposal. The City has been awarded a grant from the Georgia Environmental Finance Authority (GEFA) to implement the LCRR requirements. No incumbent vendors or current contractors are listed, and the available budget range is not specified.
