About this opportunity

The City of Newark, NJ is soliciting electronic bids for Invitation to Bid #2025-88, seeking Lead Care II Blood Lead Test Kits and Lead Analyzers through a two-year re-bid procurement. This CLIA-waived medical equipment procurement targets physicians' offices, health clinics, and community outreach screening programs, focusing on blood lead testing supplies and associated analyzer equipment. The bid requires comprehensive pricing for multiple items including test kits (48 and 80 test configurations), analyzers, electrodes, capillary tubes, transfer droppers, quality control sets, printer paper rolls, and power adapters. Bidders must submit firm unit pricing that comprehensively covers all associated costs including labor, materials, transportation, and handling. Critical procurement dates include a question submission deadline of October 23, 2025, and a final bid submission deadline of October 28, 2025, at precisely 10:15 am, with electronic submissions mandatory through the ProcureNow platform. Vendors must complete and submit various required documentation including affirmative action forms, business registration certificates, and comply with anti-discrimination regulations.

The procurement appears to have no specific set-aside designations for disadvantaged enterprises, but requires extensive vendor compliance documentation including Iran Investment Disclosure, Russia/Belarus Activity Certification, and Federal Debarment Certification. Bidders must provide comprehensive business ownership details, demonstrating transparency about corporate structures and potential conflicts of interest. Vendors must certify compliance with various New Jersey state regulations, including Public Law 2012, c.25 regarding Iranian investment activities and OFAC Specially Designated Nationals restrictions. While specific award value ranges are not explicitly stated, the two-year contract structure suggests a potentially substantial procurement opportunity for qualified medical supply vendors. Potential consequences for non-compliance include contract termination, sanctions, potential debarment, and potential criminal prosecution for false certifications. The bid emphasizes rigorous documentation, ethical business practices, and strict adherence to municipal and state regulatory requirements.
