About this opportunity

The Texas A&M University System Office of Procurement is requesting proposals for lead bank services supporting its 21-member cash concentration pool, with proposals due September 30, 2026 at 2:00 p.m. Central Time and questions due September 16, 2026.

Eligibility requires respondents to be in good standing with the State of Texas Comptroller, insured through FDIC or NCUA, and authorized to conduct business in Texas as a depository institution. The A&M System requires full collateralization of deposits through a $50 million surety bond issued by a Texas-authorized surety company.

The scope encompasses controlled disbursement accounts, zero balance accounts, wire transfers, ACH services, online information inquiry, local depository services, remote deposit capture, positive pay fraud controls, account reconciliation, and customer service support across the A&M System's 25 member institutions managing 149 active bank accounts. The system maintains a target master account balance of $250,000 and requires wire transfer cut-off times no earlier than 4:00 p.m. Central Time for same-day processing. Historical fiscal year 2026 volumes include 36,959 integrated banking recoupment monthly items, 4,328,784 cash vault deposits, 247,686 ACH received items, and 412,216 reporting items loaded annually. Historical average monthly balances range from approximately $3.1 million to $10.7 million. The A&M System serves approximately 175,000 students across 12 universities, a comprehensive health science center, and eight state agencies with an annual budget of $9.1 billion.

The initial contract term is five years with an option to renew for one additional five-year term contingent on mutual agreement. The incumbent is Wells Fargo as primary banking provider, supplemented by five secondary banking relationships. Evaluation criteria include best value to the A&M System, service quality, experience and qualifications, financial stability, implementation timeline, reasonableness of fees, and past relationship history. An addendum release date is scheduled for September 22, 2026.
