About this file
This is a cost proposal and pricing schedule attachment for treasury management banking services requested by the Texas A&M University System (A&M System), which serves as the contracting entity through its Office of Treasury Services. The A&M System operates a centralized treasury governance model supporting 25 member institutions managing 149 active bank accounts across various account types including master concentration accounts, member concentration accounts, depository accounts, credit card accounts, operating zero balance accounts, payroll accounts, accounts payable accounts, and non-zero balance operating accounts. The solicitation requests comprehensive pricing for implementation fees, account services, depository services, disbursement and fraud prevention services, account reconciliation services, ACH services, integrated payables and receivables services, wire transfer services, reporting services, international banking services, and historical account analysis with earnings credit calculations. Historical fiscal year 2026 volume data (September 1, 2025 through August 31, 2026) is provided across all service categories to assist respondents in pricing development, with significant activity volumes including 36,959 integrated banking recoupment monthly items, 4,328,784 cash vault deposits, 247,686 ACH received items, and 412,216 reporting items loaded annually.
Respondents must submit pricing in U.S. dollars excluding taxes, with all pricing remaining firm for the initial contract term unless otherwise specified. The pricing workbook requires completion of all applicable sections with respondent contact information, selection of appropriate pricing methodologies (including one-time, monthly, annual, per-unit, tiered, or other bases), and detailed notation of any assumptions, minimum fees, volume requirements, or conditions. The A&M System maintains Wells Fargo as its current primary banking provider and operates secondary banking relationships with five additional financial institutions for locations where primary provider coverage is insufficient. Historical average monthly balances range from approximately $3.1 million to $10.7 million across the system, with detailed account-specific balance information provided for earnings credit evaluation. Respondents must provide complete earnings credit methodology documentation including rate structure, balance basis calculations, reserve requirements, FDIC assessment offsets, and day-count conventions to enable direct comparison of proposals. All pricing submissions must demonstrate internal consistency and completeness, with respondents bearing responsibility for accuracy verification prior to submission.

3-Account Structure
TAB 3 - ACCOUNT STRUCTURE
| Account Type | Number of Accounts | Primary Purpose |
| Master Concentration Account | 1 | The Master Concentration Account serves as the System’s central concentration account for consolidated liquidity management across the System’s banking structure. Each member institution’s concentration account is swept to the Master Concentration Account through the bank’s Zero Balance Account (ZBA) structure, enabling consolidated visibility and management of available cash balances. The System uses the Master Concentration Account to manage overall liquidity, fund account shortages, invest excess cash balances, and maintain a target operating balance to support unplanned or unexpected transactions. |
Member Concentration Accounts 15 Serve as the member institution’s primary cash management accounts, consolidating available cash balances and providing funding for operational accounts while sweeping excess cash balances daily to the System’s master concentration account.
Depository Concentration Accounts 33 Collect member institution deposits and consolidate available cash balances through a daily zero balance sweep to the System’s master concentration account for centralized liquidity management.
Credit Card Concentration Accounts 13 Receive merchant card settlement activity and transfer available balances through the ZBA structure to the System’s master concentration account for centralized liquidity management.
Operating ZBA Accounts 21 Provide dedicated operating accounts for member institution banking activities that do not require a specialized account structure. The accounts are maintained as a zero balance accounts and are funded from the member institution’s concentration account to support operational transactions while maintaining centralized cash management and liquidity oversight.
Controlled Disbursement Payroll Accounts 23 Each member institution may maintain controlled disbursement payroll accounts that operate under a zero balance structure. These accounts are funded from the member institution’s concentration account to support payroll obligations and related disbursements. The zero balance structure supports centralized liquidity management, improved cash visibility, and enhanced control over payroll disbursement activity by maintaining funds at the concentration account level until needed.
Controlled Disbursement AP Accounts 25 Dedicated ZBA accounts used for accounts payable disbursements. These accounts are funded from the member institution’s concentration account as payments are presented, allowing each institution to manage vendor payments while optimizing cash balances, enhancing visibility, and maintaining centralized control over available liquidity.
Non-Zero Balance Operating Accounts 18 Accounts that are intentionally maintained with a balance to support specific operational requirements and are not subject to zero balance sweeping. These accounts retain funds for ongoing activity, settlement requirements, or operational needs as determined by the member institution and System treasury policies.

| The historical balance information and earnings credit calculations shown in this tab are provided by the A&M System for reference and evaluation purposes and reflect the current account analysis and earnings credit methodology. The historical balances provided may be used by Respondents to evaluate the impact of their proposed pricing methodology. Respondents should apply their own pricing assumptions, methodology, and calculation conventions when developing their proposed earnings credit structure. |

The historical calculation illustrated below is provided as a reference point only. If the Respondent uses a methodology that differs from the assumptions illustrated above, the Respondent shall complete the highlighted yellow Respondent Alternative Earnings Credit Calculation Methodology section below or provide supporting documentation demonstrating the proposed calculation methodology. Respondents may add additional rows as needed to fully describe their methodology, assumptions, calculation steps, and resulting earnings credit amounts.
