About this opportunity

The City of St. Petersburg, Florida, through its Housing & Community Development department and in collaboration with the Healthy Homes Community Coalition (HHCC), is seeking a Lead Abatement Supervisor Training Provider for a federally funded project targeting lead hazard reduction. The primary objective is to provide EPA-approved lead abatement supervisor training, with specific goals of training 75 individuals and registering at least 5 new contractors as lead control service providers. The selected vendor will be responsible for conducting quarterly training sessions until November 1, 2026, targeting local vocational programs, workforce development partners, general contractors, and construction professionals. Evaluation criteria will be conducted on a pass/fail basis, assessing EPA accreditation (42%), submittal requirements (42%), per student and travel costs (10%), and vendor certifications as Small Business Enterprise (2%), Minority Business Enterprise (2%), and Women's Business Enterprise (2%). The solicitation was released on February 13, 2025, with questions due by February 20, 2025, and responses required by February 25, 2025, at 3:00 pm. Vendors must submit comprehensive proposals including statements of qualifications, narrative experiences, detailed cost breakdowns, and proof of EPA accreditation.

The procurement emphasizes equity in procurement, specifically targeting Small Business Enterprises and creating opportunities for diverse community members interested in lead abatement certification. The project is funded through a Lead-Based Paint Hazard Reduction Capacity Building grant from the U.S. Department of Housing and Urban Development (HUD), focusing on the South St. Petersburg Community Redevelopment Area. Insurance requirements for the selected vendor are substantial, including $1 million in commercial general liability, $1 million in commercial automobile liability, workers' compensation, $1 million in pollution liability, and $1 million in errors and omissions/professional liability. While no specific budget range is explicitly stated, reimbursement will be based on allowable costs incurred in performing the agreed-upon services, subject to federal regulations and HUD guidelines. The contract term is two years from execution, with potential extensions possible through mutual written agreement. Vendors must demonstrate experience in Lead Abatement Supervisor Training and provide resumes of key personnel as part of their submission.

Opportunity text

Lead abatement is an activity designed to permanently eliminate lead-based paint hazards. Abatement is sometimes ordered by a state or local government, and can involve specialized techniques not typical of most residential contractors. The EPA requires individuals and firms who perform abatement projects in pre-1978 target housing and child-occupied facilities to be certified and follow specific work practices.

The Lead Abatement Supervisor Training Provider will work together with City of St. Pete (CSP) program staff, and partners of the Healthy Homes Community Coalition (HHCC), to provide equitable opportunities for contractors and community members to be trained and certified in an EPA approved Lead Abatement Supervisor course. Our goal is to have 75 individuals participate in the EPA's Lead Abatement Supervisor Training, and have at least 5 new contractors register with the City of St. Pete as a provider for lead control and abatement services.

The City will collaborate with various local vocational training and workforce development programs, educational partners, general contractors, and construction professionals to recruit individuals interested in lead hazard training and become certified lead abatement professionals through approved courses from the U.S. Environmental Protection Agency (EPA). The Lead Reduction Program will promote these training opportunities through targeted community outreach to include marketing, social media promotions, engagement with general contractors and community partners to target Small Business Enterprises and ensure equity in procurement for all members of our community who want to do business with the City of St. Petersburg.

Trainings will be offered at least quarterly until the end of the project performance period (November 1, 2026).
