About this opportunity

The Florida Department of Transportation's State Materials Office is conducting a single-source procurement for Laser Crack Measurement System (LCMS) Repairs and Upgrades. The project involves rebuilding an existing LCMS model LCMS3 - ME 33202 by relocating equipment to a new truck chassis and upgrading from WinPro to Drive software platform. The procurement requires an integrated LCMS capable of collecting pavement distress data compatible with Highway Performance Monitoring System (HPMS) reporting and FDOT protocols, with operational capabilities between 15-60 mph. The procurement is specific to Leon County and has a 6-month project term, with information acceptance period from April 11, 2025, to May 2, 2025, at 5:00 p.m. EST. Vendors must submit information via specified email or mailing addresses, with the Department evaluating submissions to determine if commodities or services are available from a single source. The procurement will follow procedures outlined in s. 120.57(3), Florida Statutes, with potential posting of intended single-source purchase contract on the Vendor Information Portal.

The procurement is explicitly identified as a single-source opportunity with International Cybernetics Company, LP (ICC) as the known and preferred vendor. ICC is recognized as the original designer and manufacturer of the existing LCMS, and the only authorized vendor for repairs, evaluations, and proprietary software updates. No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the documentation. The procurement has an estimated dollar value of $109,000.00, with justification for single-source acquisition based on ICC's unique position as the exclusive provider of proprietary equipment design, computer control systems, software, and hardware components. The contract appears to have no alternative vendors or resellers, making ICC the sole potential contractor for this specialized technological upgrade and repair project.
