About this file

The document is a Single Source Purchase Description from the Florida Department of Transportation (FDOT) for Laser Crack Measurement System (LCMS) Repairs and Upgrades. The procurement seeks to rebuild an existing LCMS model LCMS3 – ME 33202 by moving equipment to a new truck chassis, including upgrading from WinPro to Drive software platform. The project is for the State Materials Office, with a 6-month term, posted on Friday, April 11, 2025, and accepting information until Friday, May 2, 2025. The integrated LCMS must collect pavement distress data compatible with Highway Performance Monitoring System (HPMS) reporting and FDOT protocols, operating between 15-60 mph.

The estimated dollar amount for this single-source procurement is $109,000.00, with International Cybernetics Company, LP (ICC) identified as the sole vendor. ICC is the original designer and manufacturer of the existing LCMS, and is the only authorized vendor to repair, evaluate, and provide proprietary software updates for the equipment. The justification for single-source acquisition is based on ICC's unique position as the exclusive provider of proprietary items including equipment design, computer control systems, software, and hardware components, with no known resellers.
