About this opportunity

The Michigan Department of Technology, Management & Budget is requesting bids for the production of 4,000 sequentially numbered truck decals scheduled for April 2028 delivery, with bids due October 28, 2026. Vendors must be prequalified with the Michigan Print & Mail Management program and registered with the State of Michigan prior to bid submission; prequalification requires approximately one week.

The scope comprises 4,000 truck decals finished at 5 inches width by 2.5 inches height, numbered sequentially from 0001 through 4000 in black ink using 5/8-inch bold face type. Decals must be printed on clear 3 mil mylar or polypropylene equivalent material with black ink and PMS-151 orange, featuring a white laminate backer and white peel-off release tab. Permanent adhesive applied to the face must render decals non-removable for inside windshield placement readable from outside. Finished decals must be shrink-wrapped in packages of 100 per package with cartons clearly marked indicating contents and sequential number ranges. Vendors must submit a detailed quote letter with their bid and provide a PDF color proof for state approval prior to production. Failure to submit the required quote letter results in automatic disqualification.

All costs must include freight F.O.B. destination, prepaid, to the state's dock at 7461 Crowner Drive, Lansing, Michigan 48913, with delivery available Monday through Friday from 8:00 a.m. to 3:30 p.m. The vendor bears all costs for overruns; no underruns are permitted. Award decisions are based on best price and value to the state; the Department reserves the right to reject the lowest bid if it does not meet quality standards or contractual requirements. Final inspection occurs within 30 calendar days of delivery, with payment of undisputed amounts due within 45 calendar days of invoice receipt or final acceptance, whichever is later.
