About this opportunity
Lawrence County, in conjunction with the Pennsylvania Department of Transportation (PennDOT) District 11-4, is procuring bi-weekly mat rental and laundry services for their Maintenance Facility located at 1800 Wilmington Avenue, New Castle, PA 16105. The procurement requires the delivery and laundering of ten rubber-backed entrance mats in three specified sizes: four mats measuring 3x5 feet, three mats measuring 4x8 feet, and three mats measuring 3x10 feet, designed for heavy-soiling environments including office and equipment repair areas. The mats must be clean, durable, textured for aggressive scraping action, and possess non-slip surfaces to prevent slips and falls. The vendor must establish a consistent Monday through Friday delivery and pickup schedule occurring bi-weekly between 7:00 a.m. and 3:00 p.m., with service commencing March 2, 2026. The initial contract term is two years from purchase order execution, with an option for three additional one-year renewal periods at PennDOT's discretion, subject to a maximum two percent annual escalation over the initial bid price. Questions must be submitted by February 12, 2026 at 1:00 p.m. EST, with bid opening scheduled for February 19, 2026 at 11:30 a.m. EST via Microsoft Teams. All pricing must be all-inclusive of fees, delivery, and laundry services with no additional charges permitted, and the vendor must submit bi-weekly Confirmation of Service Forms (OS-501) for invoice processing.
This procurement is exclusively reserved for small businesses certified through Pennsylvania's Small Business Contracting Program, with only one vendor to be awarded the contract. The selected contractor must complete and submit a Contractor Information Form within 24 hours of award notification and mobilize all materials and commence service within ten days of receiving notice of work or risk contract default and cancellation. Contractors are responsible for obtaining all necessary licenses and certifications, maintaining equipment in good condition, and repairing or replacing any damaged PennDOT or private property at no additional cost. All bidders must comply with Pennsylvania's Enhanced Minimum Wage Provisions requiring a minimum of $15.00 per hour (subject to annual CPI-U adjustments), complete the Domestic Workforce Utilization Certification (BOP-1301), the Worker Protection and Investment Certification Form (BOP-2201), and maintain comprehensive general liability insurance with minimum coverage of $250,000 per person and $1,000,000 per occurrence. The procurement documents do not specify an estimated award value or budget range; however, all vendors must demonstrate compliance with the Iran Free Procurement Certification requirements and the Pennsylvania Reciprocal Limitations Act for any applicable manufactured goods, and only vendors without state preference restrictions may be eligible for preference consideration under Pennsylvania law.
