About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid (RFB) 758 2300000257 for the procurement of one riding lawn mower for Lake Cumberland State Resort Park in Jamestown, Kentucky. The solicitation was released on October 25, 2022, with vendor questions due by November 1, 2022, at 10:00 AM ET and a closing date of November 8, 2022, at 1:30 PM ET. The equipment specifications require a 72-inch front deck, four-wheel drive, folding rollover protective structure (ROPS), diesel engine with a minimum of 24.8 horsepower, and a 16-gallon fuel tank, with acceptable brands including Kubota F2690, John Deere 1570, or approved equivalents. The mower must be in stock and available for delivery within ten working days of contract award to the specified park location. Bidders proposing alternate brands or specifications must submit descriptive literature for equality verification, and failure to provide sufficient documentation may result in a non-responsive bid determination. Award will be determined using a best value approach allocating 90 points to price and 10 points to delivery performance, with the lowest-priced bid receiving maximum points and other bids scored proportionally, while vendors meeting the ten-day delivery requirement receive no delivery points but those delivering sooner receive points based on the lowest delivery time offered. All pricing must exclude federal excise tax and Kentucky sales or use tax, with quotes provided on an F.O.B. Destination Freight Prepaid and Allowed basis, and proposed pricing must remain valid for a minimum of sixty calendar days after the bid due date.
Reciprocal preference applies to Kentucky resident bidders, with preferences equal to 20 percent of maximum points available to Kentucky Correctional Industries and 15 percent preferences available to qualified bidders including Kentucky Industries for the Blind and certain nonprofit agencies serving individuals with severe disabilities that employ such individuals for at least seventy-five percent of direct labor hours. All bids must be submitted electronically through the Commonwealth eProcurement system, and vendors must be registered in the system at least 24-48 hours before submission. Vendors are required to execute an Annual Affidavit for Bidders, Offerors, and Contractors certifying compliance with Kentucky's campaign finance laws, sales and use tax registration requirements, state tax payment obligations, and other statutory requirements, with the affidavit serving as a compliance certification under penalty of perjury with an effective period of one year maximum. Past vendor performance in the last 12 months may be considered in determining contractor responsibility. The solicitation incorporates standard terms and conditions outlined in the RFB documents, and the Finance and Administration Cabinet reserves the right to deem vendors ineligible for further participation should they fail to comply with solicitation provisions. No specific award value or budget range is provided in the solicitation documents.
