About this opportunity

The Michigan Department of Transportation is requesting proposals for lawn maintenance and snow removal services at its Gaylord Region Office under RFP 260000002276, with proposals due by 3:00 p.m. Eastern on July 10, 2026, and questions due July 6. Service-Disabled Veteran-Owned Business (SDVOB) preferences apply under MCL Section 18.1261.

The scope encompasses mowing, edging, fertilizing, herbicide application (up to four times annually), spring and fall debris cleanup, snow plowing, de-icing, and shoveling across approximately 0.27 acres of irrigated lawn, 4.3 acres of non-irrigated lawn, a 6-acre parking lot and drives, and 4,000 square feet of sidewalks at 1088 M-32 E., Gaylord, MI 49735. Parking lots must be cleared by 7:00 a.m. Monday through Friday when 2 inches or more of snow accumulates; Sunday operations are required for 4 inches or more. The contractor must maintain customer service availability from 8:00 a.m. to 4:30 p.m. EST and resolve issues within 24 hours or schedule on-site service within 72 hours. A mandatory requirement is Michigan Department of Agriculture and Rural Development (MDARD) Commercial Pesticide Applicator Category 6 (Right of Way Pest) certification, with proof required at submission.

The contract term runs from July 15, 2026 through July 14, 2029, with two optional one-year extensions at the State's sole discretion. Pricing must remain firm throughout the contract term, with adjustments permitted only upon documented evidence of changed contractor costs and mutual agreement following a 30-day review period. The contractor bears all equipment, labor, materials, and property-damage costs; liquidated damages of $1,000 plus $50 per day apply for late or improper completion. Contracts valued at $250,000 or more require State Administrative Board approval. The contractor must maintain Commercial General Liability ($1 million each occurrence / $2 million general aggregate), Umbrella Liability ($5 million each occurrence / $10 million aggregate), Automobile Liability ($1 million per accident), and Workers Compensation insurance. The award will be made to the responsive and responsible bidder offering the lowest price on a pass-fail evaluation basis.
