About this file
This is a Location Specification Sheet (LSS) and pricing schedule for a Maintenance, Repair & Operations (MRO) contract issued by the Michigan Department of Transportation (MDOT) for lawncare and snowplowing services at the Gaylord Region Office. The contract encompasses 12 line items including edging, fertilizer and herbicide applications, grub control, mowing (both irrigated and non-irrigated areas), spring and fall cleanups, snowplowing, de-icing, snow shoveling/blowing, and snow removal with loader services. Services are required to be performed at a 0.27-acre irrigated area, 4.3-acre non-irrigated area including retention pond, 6-acre parking lot and drives, and 4,000 square feet of sidewalks. The contract begins July 15, 2026, and runs through July 14, 2029, with two optional one-year extensions available. Lawncare services may be performed during or after the building's standard operating hours (7:30 a.m. to 4:30 p.m., Monday through Friday), while snowplowing and shoveling must be completed prior to 7:00 a.m. The procurement contact is Mark Morrison at MDOT Procurement (517-275-1834; Morrisonm@michigan.gov), and the project manager is Robert J. Ciupka (231-420-3345; CiupkaR@michigan.gov).
Bidders must submit pricing in a modifiable format such as Microsoft Word or Excel, with all costs including setup charges and fees clearly itemized. Estimated annual occurrences are provided for each service line item, though the state notes it is not obligated to purchase in the quantities listed and actual frequencies are weather-dependent. The contractor is responsible for all property damage incurred during service performance and must provide backup equipment and services in the event of mechanical breakdown. All equipment must be reviewed and approved prior to contract award, and contractors must maintain reliable commercial equipment including mowers, string trimmers, edgers, snow blowers, plowing equipment, and de-icing equipment. The pricing schedule requires bidders to calculate both annual pricing and three-year total pricing for evaluation purposes.
