About this opportunity

The Commonwealth of Massachusetts, through the Municipal Police Training Committee (MPTC) of the Executive Office of Public Safety and Security, is seeking vendors to provide law enforcement firearms training facilities across the state. The MPTC requires multiple locations to train, qualify, and certify new police recruits as well as approximately 3,600 reserve/part-time officers in a 56-hour firearms program. The contract will have an initial 3-year term with three 2-year renewal options. Bidders must meet minimum requirements for the training facilities, including the number of lanes, range lengths, classroom space, availability, parking, bathroom and break areas, and snow plowing capabilities. Evaluation criteria include ease of use, ability to meet scope requirements, cost, and whether the bidder qualifies for the Commonwealth's Small Business Purchasing Program or Supplier Diversity Program. Bidders must comply with prevailing wage requirements and environmental regulations regarding lead exposure at indoor firing ranges.

The Commonwealth is tax-exempt, and payments will be made through electronic funds transfer within 45 days of invoice receipt. There is no incumbent vendor identified, and the MPTC is seeking to establish multiple vendor contracts to serve various regions of the state. The Commonwealth has not provided a specific budget range, but bidders must submit cost proposals as part of their responses, with cost being weighted double in the evaluation criteria.
