About this opportunity

Colorado Department of Public Safety is soliciting proposals for law enforcement ammunition under RFP RBAA 2027-045, with proposals due November 17, 2026 at 2:00 PM MT. The statewide cooperative agreement is open to state agencies, institutions of higher education, political subdivisions, and eligible nonprofit entities. It carries a 3% SDVOSB goal, and Service-Disabled Veteran-Owned Small Businesses must submit U.S. Small Business Administration certification documentation and be incorporated or organized in Colorado or maintain a Colorado office.

Offerors must hold an active Federal Firearms License, or be a non-manufacturing distributor with a Manufacturer's Authorized Distributor Letter in lieu of an FFL. They also need at least five years of selling ammunition to government, military, or law enforcement entities within the last seven years, plus at least two references for bulk orders fulfilled for U.S. government or law enforcement entities within the past twelve months. The scope covers brass-cased duty and training ammunition in multiple calibers, including 9mm and .308. Alternating casing materials such as steel, aluminum, polymer, or lacquered composites are strictly prohibited. Offerors must submit a separate Exhibit B pricing sheet for each manufacturer, and combined sheets may result in disqualification of non-conforming items.

Pricing is firm, fixed unit, FOB Destination with freight prepaid and included in unit pricing, with a minimum order of one full manufacturer case per line item. Prices remain firm for the first twelve months, then may be adjusted once per year with documented market support. Delivery is preferred within ninety days of purchase order issuance. The term runs January 1, 2027 through December 31, 2028, with three one-year renewals not to exceed five years total. The State intends to award multiple vendors, with partial line-item awards by caliber.

Evaluation weights are Technical Proposal at 40%, Cost Proposal at 30%, Demonstrated Experience and Capabilities at 20%, Accessibility Compliance at 5%, and Terms and Conditions at 5%. Written inquiries closed October 28, 2026, and answers were published October 30. Proposals must be submitted electronically through Colorado VSS by November 17, 2026, followed by a virtual public opening at 3:00 PM MT that day. Proposals must remain valid for 180 days.
