About this file
This is a Scope of Work document for a cooperative procurement contract issued by the Colorado Department of Public Safety and Colorado State Patrol for ammunition sourcing. The contract is structured as a cooperative procurement accessible to other state agencies, higher education institutions, and political subdivisions across Colorado. The solicitation seeks reliable, high-quality brass-cased ammunition to support law enforcement readiness and training standards. Offerors must demonstrate the capability to maintain an uninterrupted supply chain with a preferred 90-day turnaround for individual agency purchase orders and provide clean, structured invoice tracking aligned with submitted pricing schedules. Technical proposals must include organizational experience with at least two references for bulk ammunition orders fulfilled for U.S. government or law enforcement entities within the past twelve months, identification of primary contract managers and customer service representatives, completed pricing via Exhibit B spreadsheet templates, and descriptions of how digital ordering or catalog tools meet accessibility requirements.
Pricing must be firm, competitive, and inclusive of all delivery, freight, and packaging costs with no additional upcharges or delivery fees permitted beyond those listed in Exhibit B. Offerors may bid products from multiple ammunition manufacturers but must submit a separate, unique pricing spreadsheet for each manufacturer, with all ammunition types, grains, and calibers for a single manufacturer contained within that manufacturer's designated spreadsheet. Combining multiple manufacturers onto a single pricing sheet may result in disqualification of non-conforming items. The document does not specify contract term, renewal options, award dates, set-asides, incumbent information, or funding amounts.
