About this opportunity
The Colorado Department of Public Safety is soliciting competitive proposals for a statewide cooperative purchasing agreement for law enforcement ammunition under RFP RBAA 2027-045, with proposals due November 17, 2026 at 2:00 PM Mountain Time. The contract will be available to state agencies, higher education institutions, and political subdivisions across Colorado, including Denver City and Denver County.
Mandatory qualifications include an active Federal Firearms License and a minimum of five years of ammunition sales experience to government, military, or law enforcement entities within the last seven years. The procurement carries a Service-Disabled Veteran Owned Small Business goal of at least three percent of contracts by dollar value; SDVOSB offerors must provide U.S. Small Business Administration certification and maintain Colorado business registration or operations.
The scope covers high-quality, brass-cased duty and training ammunition in multiple calibers, including 9mm and .308, in standard retail boxes marked with caliber, manufacturer, grain weight, bullet type, and manufacturing lot number. All ammunition must feature brass casings exclusively; no substitutions are permitted. Minimum order quantities are one individual box, with delivery preferred within 90 days of purchase order transmission and standard shipping FOB Destination with freight prepaid and included in unit pricing. Pallet weight is capped at 2,500 pounds.
The contract term runs January 1, 2027 through December 31, 2028, with options to renew for up to three additional one-year periods, not to exceed five years total. Pricing must remain firm for the initial twelve months; thereafter, contractors may request annual adjustments supported by documented market commodity fluctuations and mutual written agreement with CDPS. Contractors must notify CDPS within fifteen days of any market price reductions and pass equivalent reductions to the State.
Evaluation uses weighted scoring: Demonstrated Experience and Capabilities (20%), Technical Proposal (40%), Cost Proposal based on individual box pricing (30%), Accessibility Compliance (5%), and Terms and Conditions (5%). The State reserves the right to issue multi-vendor awards or partial line-item awards by caliber. Questions were due October 28, 2026. Proposals must be submitted exclusively through Colorado VSS, with a virtual public opening at 3:00 PM MT on November 17.
