About this file

This is a Scope of Work document for a cooperative procurement contract established by the Colorado Department of Public Safety and the Colorado State Patrol to source ammunition for law enforcement operations and training. The contract will be accessible to multiple state agencies, higher education institutions, and political subdivisions throughout Colorado. The solicitation seeks reliable, high-quality brass-cased ammunition that meets or exceeds specified technical baselines, with successful offerors expected to maintain an uninterrupted supply chain capable of fulfilling individual agency purchase orders within a preferred 90-day turnaround timeframe. Offerors must provide clean, clear, and structured invoice tracking with pricing that precisely reflects what is stated in the submitted pricing schedules.

Offerors must submit detailed technical proposals addressing organizational experience with at least two references for bulk ammunition orders fulfilled for U.S. government or law enforcement entities within the past twelve months, identification of primary contract managers or customer service representatives, and a completed cost proposal via the provided Exhibit B pricing spreadsheet template with all costs including delivery, freight, and packaging incorporated and no additional upcharges permitted. The solicitation permits offerors to bid products from multiple ammunition manufacturers; however, each manufacturer requires a separate and unique pricing spreadsheet, with all ammunition types, grains, and calibers for a single manufacturer contained entirely within that manufacturer's designated spreadsheet to ensure clear cost evaluation. Offerors must also describe how their digital ordering or catalog tools will meet or exceed the accessibility requirements specified in the solicitation.
