About this opportunity
Laurel Run Borough in Luzerne County, Pennsylvania, is soliciting sealed bids for the Laurel Run DPW Pole Barn Concrete Floor Project through the PennBid Program. The procurement involves installing a reinforced concrete floor within an existing Department of Public Works building and constructing a concrete apron. Bidders must complete all labor, materials, tools, oversight, permits, and mobilization/demobilization required for the project. Key qualifications include mandatory PennDOT prequalification for prime contractors and subcontractors, with all participants required to be authorized to work in Pennsylvania. A mandatory pre-bid meeting is scheduled for December 19, 2025, at 10:00 AM at the DPW Building on Dickerson Street, and all potential bidders are encouraged to attend. Bid documents will be available online at no cost via PennBid starting December 12, 2025, with sealed bids due by 11:00 AM on January 16, 2025. Bidders must submit a bid bond with corporate surety for 10% of the total bid amount, and questions must be submitted through PennBid's messaging system by January 7, 2025.
The contract includes specific requirements for bonding and financial commitments, with the successful bidder required to furnish a Performance and Payment Bond for 100% of the contract value. Pennsylvania Prevailing Wage Rates will apply to the project, and the anticipated notice to proceed is March 16, 2026, with substantial completion required within 30 days. Liquidated damages are structured with penalties of $500 per day for failure to mobilize within 14 calendar days, $750 per day past the substantial completion deadline, and $1,000 per day for incomplete remaining work. Progress payments will be made at 90% of completed work with retainage, with the final balance due upon substantial completion. While no specific set-aside designations or disadvantaged enterprise requirements are mentioned, the contract does mandate strict PennDOT prequalification for all contractors. The contract does not specify a precise budget range, but the comprehensive bonding and payment structures suggest a significant infrastructure investment for the borough.
