About this opportunity

The Florida Department of Transportation's State Materials Office is announcing a single-source procurement intent for Laser Crack Measurement System (LCMS) maintenance services, with vendor information due October 22, 2026. International Cybernetics Company, LP (ICC) is identified as the known vendor; FDOT will post notice of its decision to proceed with the single-source contract on the Vendor Information Portal if no alternative vendor demonstrates capability after the October 22 deadline.

The scope covers equipment calibration, repair, maintenance, rebuilds, upgrades, evaluations, and proprietary software updates for the LCMS, which supports mission-critical annual Pavement Condition Survey data collection and Federal Highway Administration Highway Performance Monitoring System reporting. ICC manufactures the LCMS and holds exclusive capability to service the equipment; the vendor does not utilize resellers.

The estimated contract value is $37,950 for an eight-month term. The procurement is subject to Florida Statutes section 287.057(3)(c) single-source procedures and has been posted for a minimum of 15 business days. Prospective vendors may submit information regarding their ability to supply the described services to Cassandra Anderson at the FDOT Central Office (850-414-4479 or CO.Purch@dot.state.fl.us). Legal review by the Office of General Counsel and District Legal Counsel coordination was completed prior to posting.
