About this file
This is a Description of Intended Single Source Purchase (PUR 7776) document issued by the Florida Department of Transportation (FDOT). The FDOT State Materials Office seeks equipment calibration, repair, and maintenance services for the Laser Crack Measurement System (LCMS), which supports mission-critical data collection for the annual FDOT Pavement Condition Survey and Federal Highway Administration Highway Performance Monitoring System data collection. The procurement is for an eight-month term. Prospective vendors were required to submit information regarding their ability to supply the described commodities or services by 5:00 p.m. EST on Thursday, October 22, 2026, to the contact listed: Cassandra Anderson at the FDOT Central Office (850-414-4479 or CO.Purch@dot.state.fl.us). The document was posted for a minimum of 15 business days in accordance with Florida Statutes section 287.057(3)(c).
The estimated dollar amount for this single source purchase is $37,950.00. The intended sole source vendor is International Cybernetics Company, LP (ICC), which manufactures the LCMS and is identified as the only vendor capable of providing repairs, calibrations, rebuilds, upgrades, evaluations, and proprietary software updates for this specialized equipment. ICC does not utilize resellers and holds exclusive capability to service the LCMS equipment. The justification for single source acquisition emphasizes the technical necessity and uniqueness of ICC's proprietary technology, noting that sensor integrity and precise alignment are critical for accurate roadway imaging and data collection. Legal review by the Office of General Counsel and District Legal Counsel coordination was required prior to posting.
