About this opportunity
Oregon Department of Fish and Wildlife is soliciting bids under Invitation to Bid S-63500-00018165 for harvesting and staging large wood material and conifer slash for the Anthony Creek uplift in the Elkhorn Wildlife Area, with a mandatory pre-bid site tour available November 2–4, 2026 and bids due November 16, 2026 at 3:00 p.m. Pacific Time. The solicitation is issued through Department of Administrative Services Procurement Services and is funded by the U.S. Fish and Wildlife Service, subject to federal terms. Agency preferences include a 10% price adjustment for Oregon Small Business Enterprises and a 10% price reduction for bidders proposing goods or services performed entirely in Oregon, with reciprocal adjustments for out-of-state bidders. Award goes to the lowest responsible bidder whose bid substantially complies with the ITB.
The contractor must harvest, transport, and stage Large Woody Material, including trees with root balls, racking trees, and unanchored trees, plus up to 1,850 cubic yards of conifer slash. Materials are staged at six designated areas within the project area. Bid Item 2 requires pricing for Option A, hauling slash from the Pilcher Creek timber sale, and Option B, cutting and staging 0–6 inch conifers from designated Elkhorn Wildlife Area sites if the Pilcher Creek source becomes unavailable. Task 1 is compensated at a fixed total, and Task 2 at a per-cubic-yard rate. The contractor supplies all labor, equipment, mobilization, and fuel. Required insurance includes commercial general liability of $2 million per occurrence and $4 million aggregate, automobile liability of $2 million combined single limit, and pollution liability of $1 million per occurrence and $2 million aggregate, with the State of Oregon as additional insured.
Bidders must register in OregonBuys before award, submit three business references and three key-person references for comparable work completed within five years, and complete a Responsibility Inquiry form. Bidders must hold a current Pay Equity Certificate from the Department of Administrative Services and provide proof of legal authorization to conduct business in Oregon. Bidders anticipating subcontracting must complete a Certified Disadvantaged Business Outreach Plan. Certified disadvantaged, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses must identify their certification type and Oregon State Certification Number. The ITB states the contract is not subject to prevailing wage rates.
Questions are due November 6, 2026 at 3:00 p.m. Pacific Time, with answers by November 10, 2026. The Notice of Intent to Award is anticipated November 20, 2026, with execution expected by November 30, 2026. All field work must be complete by June 30, 2027, with no renewal options noted. Field activity is restricted during fall big game hunting seasons (October 28–November 1 and November 7–15, 2026) and during the winter closure from December 1 through April 10, which requires prior approval from the Agency Contract Administrator. The contractor must give one week's notice before field work.
