About this opportunity

Salt Lake City Corporation's Department of Public Utilities is procuring construction services for the Large Meter Replacements FY 24/25 project through a competitive sealed bid process. The project scope includes demolition and replacement of six large water service meter assemblies, with five installations featuring new reinforced concrete meter vaults while existing vaults are demolished or abandoned, and modifications to five residential water service meter connections including installation of new yoke fittings and replacement of all non-copper service pipe material with new copper pipe. The work will be performed at multiple sites throughout Salt Lake City and Millcreek, Utah, on a lump sum contract basis with a completion schedule of 180 calendar days after Notice to Proceed, including winter shutdown days. A pre-bid conference is scheduled for 10:00 a.m. on Wednesday, April 15, 2026, at the various meter sites, and bids must be submitted electronically through the U3P Bonfire portal by 2:00 p.m. on Friday, April 24, 2026. Bid opening will occur at the Salt Lake City Department of Public Utilities, West Campus location at 1805 West 500 South, Salt Lake City, Utah 84104, via Microsoft Teams and/or in person. Bid security equal to five percent of the total bid amount, submitted as a PDF, and Performance and Payment Bonds each equal to 100 percent of the contract price are required before contract execution. The contract price includes all mobilization, demobilization, permits, insurance, bonds, and all materials, equipment, and labor necessary to complete the work.

No specific set-aside designations or restrictions limiting organizational types are indicated in the procurement documents; however, all bidders must obtain required permits from Salt Lake City, Salt Lake County, the State of Utah, and private utility companies, with some permits being owner-paid and others contractor-paid. The project does not require payment of specific wage rates or Section 3 compliance documentation unless federally funded community development block grant funds are used. Liquidated damages are assessed at $1,000.00 per day for late completion of contract time and $500.00 per day for late punch list completion, while retainage is at the owner's option up to five percent of payments due. The engineer's estimate for this project is $610,000.00, which establishes the budgetary baseline for contractor pricing. No incumbent vendors or existing contractor information is referenced in the procurement documents, and integration with existing infrastructure will be limited to coordination with current water service systems at the identified sites.
