About this opportunity

The City of Phoenix is requesting bids for large diameter sanitary sewer rehabilitation covering 100 active sanitary sewer manholes in Zones 5 and 6 (North area) under a design-bid-build delivery, with sealed bids due October 27, 2026 at 2:00 p.m. to the Design and Construction Procurement Bid Box at Phoenix City Hall. A Small Business Enterprise goal of 2.5% applies to this project.

Rehabilitation scope includes installation of corrosion-coating systems, structural inserts, liner repairs, bypass pumping for select manholes, and small-diameter flow-through plugs on Grade 5 and Grade 4 structures. Bidders must be registered vendors in the City's e-Procurement portal at https://procurement.opengov.com/portal/phoenix to access the Invitation for Bid packet (available from October 1) and submit proposals.

A bid guarantee equal to not less than 10 percent of the total bid amount is required in the form of a certified check, cashier's check, or surety bond rated A− or better by A.M. Best. The three lowest responsive bidders must submit a List of All Subcontractors and Suppliers within three calendar days after bid opening by 5:00 p.m. The successful bidder must provide performance and labor-and-material bonds each equal to the full contract amount, proof of proper contractor licensing, and Commercial General Liability ($2,000,000 general aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), Contractor's Pollution Liability ($2,000,000 per occurrence), and Builders' Risk Insurance. Background screening at the maximum risk level is required for all contract workers at the contractor's expense.

Award will be made to the lowest responsive and responsible bidder based on total base bid or combination of base bid and selected alternates. The City will cover building, demolition, and certain utility permit review fees; the contractor bears all other permit costs.

A pre-bid meeting is scheduled for 9:00 a.m. on October 14, 2026 at Phoenix City Hall, 8th Floor Conference Room 8 East, with virtual participation available via Microsoft Teams. Public bid opening occurs at 2:00 p.m. on October 27, 2026 on the fifth floor.
