About this opportunity

The City of Philadelphia is soliciting bids on a Laptop/Tablet Bid under Small Order Purchase procedures, with quotes due October 23, 2026. Bidders must quote all items to be eligible for award; the City will make award as a whole or by line item, whichever serves its best interest, to the lowest responsive and responsible bidder.

Local Business Enterprise (LBE) bid preferences under Philadelphia Code Chapter 17-109 apply to certified LBEs. Submission of an LGBTQ Applicant Data Form is voluntary; the form collects diversity data regarding LGBTQ business ownership and LGBTBE certification status through the National LGBT Chamber of Commerce via the Independence Business Alliance.

All quotes must be submitted electronically through PHLContracts.phila.gov by authorized company representatives. Each vendor must submit a completed Consent and Authorization Agreement prior to bid closing; the City encourages vendors to attach this to their vendor profile during registration to avoid resubmission with each bid. Quotes remain valid for 60 days from submission date for Firm Limit contracts or throughout the contract term for Requirements Contracts. All pricing must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Products must be delivered FOB Destination Point at quoted prices.

The maximum contract value is $91,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, rounded to the nearest $1,000. The contract term is one year with options to renew for up to four additional one-year periods, not to exceed five years total. Payment is contingent upon delivery, City approval, and invoice submission, processed exclusively through electronic deposit.

Successful sellers must maintain Workers' Compensation insurance at statutory limits, General Liability insurance with a minimum $500,000 per occurrence, and Automobile Liability insurance with a minimum $300,000 per occurrence. Contractors must comply with Philadelphia business tax requirements, tax indebtedness certifications, nondiscrimination requirements, and ethics provisions prohibiting conflicts of interest.
