About this file
This is a Seller Checklist document for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist applies to a Laptop/Tablet Bid and outlines the step-by-step procedures for vendors submitting quotes on the PHLContracts.phila.gov portal. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items listed to be eligible for award. No specific delivery dates, site visits, or bidder conferences are mentioned in this procedural document. The contract award and commencement terms are contingent upon notification from the department, with no delivery or services to commence prior to such authorization.
The checklist emphasizes critical procedural requirements rather than pricing specifics, including verification of seller role status, Local Business Entity (LBE) certification status declaration, and mandatory completion of all tabs within the quote submission system. All vendors must provide an executed Consent & Authorization form in their vendor profile or attach one with their quote submission; quotes without this documentation will not be considered. Optional submissions include the LGBTQ Applicant Opportunity Data Form and any supporting documents related to the quote. Vendors must accept all terms and conditions, answer mandatory questions, enter unit costs for each item, and resolve all red validation warnings before submission. The procurement applies to Pennsylvania state and local contracting requirements through the City of Philadelphia.
