Proposers must be pre-qualified with FDOT, have at least 10 years of consulting services experience, and demonstrate expertise in construction management and project oversight. Proposals are due by September 24, 2025, at 9:30 am through an electronic portal, with the project anticipated to run from October 15, 2025, to March 31, 2028.
The county encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises (DBE), with a race-neutral program aiming to achieve an overall 10.54% DBE goal. While contract-specific DBE goals are not mandated, contractors are encouraged to monitor and report potential DBE utilization. Proposers must submit multiple forms and certifications, including E-Verify documentation, drug-free workplace certification, and proof of registration with the Federal System of Award Management. The project requires extensive insurance coverage, including workers' compensation, general liability, and professional liability, with specific minimum coverage amounts. The ultimate owner of the completed facility will be the Emerald Coast Regional Council, and the project will comply with current Florida Building Code, National Fire Protection Association Life Safety Code, and ADA requirements. The contract will be awarded to the most responsive and responsible firm that best meets the county's requirements, with a potential contract value ranging from $8,850 to $10,835 based on the submitted documentation.
