The scope encompasses comprehensive grounds maintenance across district-owned elementary school campuses, administrative facilities, and support sites within Maricopa County and portions of Tucson, including routine and preventative landscape maintenance, trash and debris removal, athletic field maintenance, water management, irrigation repairs, and emergency response services. The contractor must provide all labor, supervision, materials, equipment, tools, and permits. All contractor personnel must obtain Arizona fingerprint clearance cards and pass background checks.
The contractor must carry comprehensive general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, automobile liability coverage, workers' compensation insurance, and professional liability insurance. Pricing shall be submitted on a monthly routine maintenance basis with separate hourly rates for extra work and emergency response services. Prices must be firm for the contract term and complete for all services; no fuel surcharges are permitted, and price increases require documented justification and District approval.
The District anticipates a single award, though it reserves the right to make multiple awards or award by individual line items. The District is non-exclusive and reserves the right to obtain landscaping services from other sources, reject unsatisfactory services, adjust service frequencies, add or remove sites, or terminate for cause.
Evaluation is weighted as follows: experience and qualifications (25%), technical approach and scope compliance (20%), school safety and campus operations planning (15%), staffing and personnel resources (12.5%), equipment and technology (10%), cost proposal (10%), emergency response capability (5%), and reporting, communication, and quality assurance (2.5%). Governing Board approval is expected by July 15, 2026.
