About this opportunity

The City of Norcross is requesting sealed proposals for citywide landscape maintenance services under an RFP with proposals due October 30, 2026, and an optional but highly recommended pre-proposal meeting and site visits scheduled for October 14 at the Norcross Public Works building. A 5-point local-firm bonus applies to current Norcross business license holders; an additional 2.5-point bonus applies to Gwinnett County firms.

The scope encompasses grass cutting, edging, blowing, weeding, pruning, trimming, mulching, aeration, overseeding, fire ant control, irrigation maintenance, seasonal annual bed design, biannual bed planting, trash removal, and fertilization and weed control across 22 weekly maintenance sites, 16 biweekly sites, playground mulch maintenance at four parks, and seasonal color beds totaling approximately 1,679.5 square feet. Annual mulch installation is estimated at 981.5 cubic yards. All work must comply with industry standards.

Contractor qualifications include a valid Georgia business license, at least one Georgia Certified Landscape Professional, one Commercial Applicator License holder, one Certified Irrigation Contractor, and one employee with Integrated Pest Management training. Insurance requirements are workers' compensation, employer's liability ($250,000 minimum), comprehensive general liability ($1,000,000 aggregate), and automobile liability ($1,000,000 per occurrence).

The City intends to award a five-year contract with automatic renewal options for up to four additional one-year terms, commencing January 1, 2027. The initial term runs through August 31, 2027; subsequent years cover full 12-month periods. Pricing must remain firm for each contract year and include all labor, supervision, equipment, materials, transportation, fuel, overhead, and profit. Proposers must submit line-item pricing by service type and individual site in a sealed envelope separate from the technical proposal.

Evaluation allocates 35 points to cost, 30 points to experience and qualifications, 30 points to approach and timeline, and 5 points to references. Written questions are due October 19 at 5:00 p.m. Eastern; a final addendum will be posted by October 23. The current contract expires December 31, 2026, with award anticipated in December 2026.
