About this opportunity
The City and County of Broomfield Park Services Department is requesting bids for comprehensive landscape maintenance services across municipal parks, open spaces, and landscaped rights-of-way under IFB 26-IFB-PR-003, with bids due September 3, 2026 at 2:00 p.m. Mountain Time. Questions were due August 25, 2026, with Q&A responses posted August 28, 2026. No pre-bid meeting is scheduled.
The scope encompasses routine operations—mowing, fertilization, pruning, weeding, herbicide applications, mulching, and litter control—across manicured turf areas, native vegetation, shrub beds, trees, and hardscape areas, including the US36 High-Speed Bikeway, playgrounds, soft trails, and pond perimeters. On-demand services include major irrigation repairs, winter snow management, and site enhancements. The contractor must perform snow control operations on concrete trails, parking lots, and the detention center complex. Minimum staffing is three full-time technicians providing 160 aggregate weekly hours and one dedicated irrigation supervisor on-call for emergencies, included in base contract costs.
Bidders must hold at least five years of successful experience in similar projects and active Qualified Supervisor Licenses from the Colorado Department of Agriculture for pesticide application. Colorado Air Quality Control Commission Regulation Number 29 requires battery-powered equipment for small tools. All material markups are capped at 20 percent above manufacturer's suggested retail price. Detailed unit cost breakdowns for snow removal, winter materials, hourly labor rates for specialized personnel, and ancillary services are required.
A bid bond is required if the bid amount exceeds $50,000, along with performance and labor/material payment bonds. Bids must be submitted electronically through the BidNet e-procurement system and priced in United States Dollars. CCOB reserves the right to negotiate amounts and award based on best value considerations including price, specifications adherence, experience, references, and delivery timeline. The contract is available to MAPO and RMGPA member entities for cooperative purchasing.
