About this opportunity
The Pinellas County School District is soliciting sealed electronic bids for Landscape Maintenance Equipment (RFQ #25-AM-017) through its OpenGov Procurement portal. The procurement involves 15 line items of landscape maintenance equipment, including hand blowers, chain saws, pole saws, multi-vacuums, wheel blowers, walk-behind mowers, backpack sprayers, string trimmers, stick edgers, hedge trimmers, backpack blowers, and pressure washers from manufacturers such as Stihl, Billy Goat, Toro, Briggs & Stratton, and Honda. Electronic bids are due before 3:00 p.m. on November 4, 2025, with the contract period running from January 10, 2026, to January 9, 2027, and potential for two additional one-year renewal periods. The District intends to award the contract to up to two responsive and responsible bidders with the lowest total average on all items, with the award notice anticipated to be posted on December 9, 2025. Evaluation criteria include compliance with specifications, pricing, manufacturer warranties, and ability to provide replacement parts for a minimum of five years.
Bidders must meet several compliance requirements, including acceptance of purchasing card payments, E-Verify compliance, Florida's Jessica Lunsford Act Level 2 background screening, drug-free workplace certification, and submission of debarment forms and human trafficking affidavits. No specific set-aside designations for disadvantaged enterprises are mentioned in the documentation. The estimated contract value is approximately $45,000, excluding renewal options. Pricing must remain firm throughout the contract period, with potential price adjustments at renewal periods not exceeding the previous year's Consumer Price Index for All Urban Consumers (CPI-U). Bidders can also submit optional maintenance contract pricing for equipment after the manufacturer warranty expires. The District reserves the right to conduct pre-award discussions, request financial statements, and make equitable adjustments for extreme marketplace volatility. Additionally, a bid protest procedure is in place, requiring protesters to file a written notice within 72 hours and a formal written protest within 10 days, accompanied by a bond equal to 1 percent of the total estimated contract value.
