About this opportunity
The City of Jersey City, Department of Infrastructure, is requesting proposals for landscape architectural and engineering services to design improvements at four municipal parks—La Pointe Park, Leonard Gordon Park Phase 2, 29 Monticello Avenue Park, and Van Vorst Park—with proposals due August 6, 2026 at 4:00 p.m., with questions due July 28, 2026. The procurement is governed by New Jersey's Local Unit Pay-to-Play Law and requires acknowledgment of all addenda; failure to do so renders bids nonresponsive.
The scope spans six phases over a twenty-four-month contract term: site investigation and existing-conditions analysis; community engagement and concept development; design development; construction documents in MasterSpec format; bidding support; and construction administration. La Pointe Park requires electrical service, lighting, splash pad with water-service modifications, drinking fountain, playground with safety surface, amenities, paved surfaces, landscape work, and tree pruning. Leonard Gordon Park Phase 2 includes water service line, splash pad, playground, active recreation courts with lighting, dog run with water and lights, landscape, and paved surfaces, with certain items potentially becoming bid alternates. 29 Monticello Avenue Park mirrors La Pointe Park. Van Vorst Park involves a Portland Loo with foundation design, water service, sewer, and electrical. All work must be directed by a New Jersey Licensed Professional Landscape Architect and/or Engineer.
Compensation is lump sum inclusive of reimbursable expenses; respondents must provide itemized phase-based fees and hourly rate schedules. Evaluation weighs experience and technical competence (30%), project-scope understanding (25%), cost and schedule (20%), project team and qualifications (15%), and MWBE/Local Business participation (10%). Design commences September 3, 2026, with tentative construction starting Fall 2026. Funding derives from the 2024-2025 Capital Improvement Program and the Jersey City Open Space Trust. Respondents must comply with New Jersey employment-opportunity and affirmative-action requirements, submit a Business Registration Certificate, and complete mandatory forms including ownership disclosure, non-collusion affidavits, pay-to-play disclosures, and certifications regarding prohibited activities in Russia and Belarus and investment in Iran.
