About this opportunity

Chevy Chase Village, Maryland is requesting bids for landscape architecture and design services on an on-call basis under an Invitation for Bids, with electronic proposals due August 21, 2026 at 2:00 p.m. EST and bid opening at 2:30 p.m. EST the same day. Questions are due August 12, 2026 at 2:00 p.m. EST. No pre-bid meeting will be held.

The scope is limited to design and consulting services only; the Village contracts separately for construction, engineering, and other technical specialties. Work is anticipated as approximately 75% advisory (attendance at Board of Managers and Village Committee meetings, plan review) and 25% production of landscape plans. Deliverables may include design development-level plans, construction documents, permitting support, bidding assistance, and construction observation as requested. Projects focus on maintenance and improvement of the Village's nine parks and greenspaces and rights-of-way, excluding new playground construction. Green infrastructure and stormwater management services are not included. The Village furnishes all base information, including surveys, utility locations, tree inventory data, and GIS information. Subconsultants are not required at bid submission and will be authorized as project needs arise.

The contract is a single-award, three-year on-call arrangement from execution through September 30, 2029, with Village option to extend for up to two additional one-year terms. There is no predetermined project schedule or funding allocation.

Pricing must be submitted as firm fixed-price hourly rates for four labor categories: Principal Landscape Architect, Senior Landscape Architect, Project Landscape Architect, and Draftsman. Bidders may submit rate ranges within each category. The minimum wage rate is $18.55 per hour effective July 1, 2026, with annual CPI-U adjustments beginning July 1, 2027. Billable hours exclude travel, training, preparation, maintenance, and equipment downtime.

Evaluation criteria are bid responsiveness, technical experience of company and personnel, client references and assessments, and cost (cost is not necessarily the dominant factor). The successful bidder must provide certificates of good standing, Maryland registration or qualification proof, and non-collusion and non-conviction affidavits. Required insurance includes $2 million comprehensive general liability, $1 million automobile liability, and Maryland statutory workers' compensation, with the Village named as additional insured. Contract award is anticipated by September 14, 2026.
