About this file
This is a Questions and Answers document for a landscape architecture and design services contract solicitation issued by Chevy Chase Village, Maryland. The Village is seeking a consulting landscape architect to provide design advisory services and landscape plan development for municipal projects. The scope of work is limited to design and consulting services only, with the Village contracting separately for all construction activities, engineering services, and other technical specialties. The contract is structured as an on-call arrangement with no predetermined number of projects, schedule, or funding allocation established at the time of solicitation. The anticipated work allocation is approximately 75% advisory in nature, including attendance at Board and Committee meetings and review of plans prepared by others, with 25% devoted to production of landscape plans. The scope may include design development level plans, construction documents, permitting support, bidding assistance, and construction observation as requested by the Village. Projects will focus on maintenance and improvement of existing greenspaces and rights-of-way, excluding new playground construction. Only one firm will be awarded the contract for a three-year term.
The rate schedule requires bidders to provide hourly rates for four landscape architecture labor categories: Principal Landscape Architect, Senior Landscape Architect, Project Landscape Architect, and Draftsman. Bidders may submit ranges of rates within each category to account for varying levels of experience and staff qualifications. Subconsultants are not required to be identified at bid submission and will be authorized by the Village as project needs arise. The Village will furnish all base information and pre-design data, including boundary and topographic surveys, utility locations, tree inventory data, and GIS information. Green infrastructure and stormwater management services are not included under the base contract scope. Board and Committee meetings provide virtual access options in addition to in-person participation opportunities.

Questions and Answers – Landscape Architecture and Design
1. Is there more specificity regarding the tasks to be completed under Attachment B - Scope of Work?
Answer – See page 12 of the Scope of Work section 4 (page 12 of the PDF)
2. Is this invitation for bid to include Landscape Architecture and Design Services as well as Construction (design-build plant installation, etc.) or is it simply design?
Answer – This is for consulting and design services only.
3. Would the Village have a contractor on board or will the Landscape Architect be responsible for procurement of Construction activities?
Answer – The Village will contract separately for construction activities.
4. RFP Question – Expanded Design Team The RFP identifies Landscape Architecture services as the primary scope but does not specifically identify the need for supporting design disciplines such as civil, structural, electrical, geotechnical, lighting, or other specialty consultants. Please clarify whether these supporting consultants will be selected and contracted directly by the City, or if the Landscape Architect is expected to assemble and manage the expanded design team.
If the Landscape Architect is expected to provide the expanded team, please confirm whether the proposal should include information regarding anticipated design partners and their respective scopes of services and fees.
Answer – The Village will contract separately for engineering and other technical services and consultancy.
5. RFP Question – Rate Schedule
The Pricing Bid requests a Rate Schedule for Principal Landscape Architect, Senior Landscape Architect, Project Landscape Architect, and Draftsman. Our firm’s organizational structure includes multiple levels of staff within these categories, with corresponding variations in billable rates. For example, Senior Landscape
Architects may include individuals at the Senior Associate or Associate level, while Project Landscape Architects may include Level 1, Level 2, or Level 3 staff based on experience and responsibilities.
Would the City be amenable to receiving a range of hourly rates for each requested classification to account for these varying levels of experience and corresponding billable rates, rather than a single hourly rate for each category?
Answer – Please see page 1 of the Bid Sheet (page 32 of the PDF).
6. Attachment B, Section 4.B.3 describes drafting landscape plans at the direction of Village personnel. Does the anticipated scope conclude with design development level plans with budgetary estimates, or does the Village expect construction documents, permitting support, bidding assistance, and construction observation?
Answer – The Landscape Architect may also be tasked with creating construction documents, permitting support, bidding assistance, and construction observation, as requested by the Village.
7. Please confirm percentage breakdown between the scope being advisory in nature (attendance at Board and Committee meetings and review of plans prepared by others) and actual production of landscape plans under Section 4.B.3? An approximate split would help us assign the right staff for the anticipated efforts.
Answer – Approximately 75% advisory, 25% production of landscape plans, however, this is subject to change based on budget priorities and capital planning.
8. Section 4.B.4 requires plans to include existing conditions. When task orders are released, will the Village furnish base information such as boundary and topographic survey, utility locations, tree inventory, and GIS data, or is the consultant expected to prepare/obtain it?
Answer – The Village will furnish base information.
9. The rate schedule in Attachment D lists four labor categories, all landscape architecture staff. If an individual assignment requires subconsultant services such as surveying, civil engineering, stormwater management, arboriculture, structural engineering, irrigation, lighting, or independent cost estimating, should bidders add subconsultant categories to the rate schedule, or will the Village authorize subconsultants to be added at the time of need?
Answer – The Village will consider and authorize subconsultants as needed.
10. Are include subconsultants (subcontractors) recommended to be included in the proposal response or is it ok to just show the landscape architecture team at this stage?
Answer - Subcontractors are not required to be identified at the time of your bid submission. They can be discussed in the course of the project, however if you like you may list subcontractors.
11. If subconsultants (subcontractors) are recommended, can you share which disciplines would be required for the projects that may come under this contract?
Answer – Subconsultants/subcontractors are not recommended at this time.
12. Will you issue the contract to more than one firm for this service?
Answer – Only one firm will be awarded the contract.
13. Do you have a pre-determined number of projects, along with a schedule and funding for the three-year contract term?
Answer – Not at this time. This contract is for on-call work.
14. Will survey information and pre-design data be provided for identified projects?
Answer - The Village will furnish pre-design data.
15. Are there considerations for green infrastructure, including the scope for stormwater management services?
Answer – Not under this base contract.
16. Are the Board of Managers and Village Committee meetings in-person or is there a virtual option?
Answer – Meeting locations/formats may vary but virtual access is typically available for all.
17. What types of projects are envisioned for the parks and greenspaces projects? Will they include beautifying existing amenities, new parks, and/or playgrounds?
Answer – Maintenance and improvement of existing greenspaces and rights-of-way (no playgrounds).
18. Are tree inventory and condition assessment services desired?
Answer – No.
