About this opportunity
The Town of Manchester, located in Hartford County, Connecticut, is soliciting proposals from qualified solid waste engineering and environmental consultants to provide comprehensive landfill, transfer station, and compost facility services. The procurement seeks a contractor to deliver ongoing environmental engineering design, permitting, inspection, monitoring, reporting, and regulatory compliance services primarily for the Sanitation Division, with potential extension to other Department of Public Works divisions. Key deliverables include quarterly groundwater, surface water, and leachate seep monitoring, stormwater reporting, solid waste inspections, and annual capacity estimates. Non-routine tasks may encompass solid waste permitting, design, filling plan development, groundwater and stormwater discharge permitting, leachate seep remediation, erosion control engineering, and emerging contaminant investigations. The evaluation will be based on a points-based system across six criteria: proposal quality (15 points), firm experience (25 points), personnel qualifications (15 points), references (15 points), rates/fees (25 points), and innovation (5 points). The solicitation has a response deadline of June 21, 2024, at 11:00 am, with a mandatory pre-bid meeting scheduled for June 7, 2024, at 9:00 am, and a proposed contract term from October 1, 2024, to June 30, 2026, with options to extend for three additional one-year periods.
The procurement includes a living wage ordinance requiring contractors with service contracts exceeding $25,000 to pay eligible employees either $16.59 per hour with comprehensive health care benefits or $24.59 per hour without. Bidders must complete a Living Wage Certification Form indicating their status as a "Covered Employer" or claiming exemption based on specific criteria such as being a nonprofit, employing fewer than 25 eligible employees, or having an annual contract value less than $25,000. The solicitation does not specify precise award values or budget ranges, but requires comprehensive insurance coverage including workers' compensation, commercial general liability, automobile liability, and potential additional coverages like professional liability and environmental liability. While the RFP excludes air engineering and landfill gas system operations from the initial scope, the Town reserves the right to request these services from the selected consultant on an on-call basis. The procurement allows for flexible, comprehensive environmental engineering support, with the Town reserving the right to award the contract to the most advantageous proposal, not necessarily the lowest cost, and potentially negotiate with selected vendors.
Opportunity text
The Town of Manchester is soliciting proposals from qualified solid waste engineering/environmental consultants to provide ongoing landfill, transfer station, compost facility, and other environmental engineering design, permitting, inspection, monitoring, reporting, and compliance services. Although primarily a solicitation for the Sanitation Division, the selected contractor may be asked to provide similar services to other divisions within the Department of Public Works or the Town of Manchester.
The consultant shall assist the Town in the areas of solid waste operations and planning, closure planning, water quality monitoring, stormwater, and general environmental regulatory compliance. The scope of services includes several routine regulatory compliance tasks, including quarterly groundwater, surface water, and leachate seep monitoring and reporting, quarterly and semi-annual stormwater monitoring and reporting, quarterly solid waste inspections, and annual capacity and site life estimates. The scope of services is also likely to include other non-routine tasks on an on-call basis, including solid waste permitting and design, filling plan development and operational assistance, groundwater discharge permitting and design, stormwater permitting and design, leachate seep remediation and erosion control engineering, wastewater discharge permitting and design, emerging contaminant investigations and management assistance, meeting with and reporting to regulatory agencies, advising landfill staff regarding operational and design considerations, and site, geotechnical, and/or structural design.
This solicitation does not specifically include air engineering and compliance nor does it include operation and management of the landfill gas (LFG) system. However, the Town reserves the right to request these types of services, on an on-call basis, from the qualified consultant or consultants selected under this solicitation.
